Corporate CommunOfficers stopped 137 drivers in Bolton for spot checks on their tyres as part of efforts to tackle one of the lesser-known causes of road casualties: defective tyres.
An operation led by Greater Manchester Police in Bolton on Friday 24 October was conducted in support of the region’s Vision Zero strategy to eliminate road deaths and life-changing injury by 2040.
Defective tyres are just as dangerous as the traditional ‘Fatal 4’ road safety offences – speeding, drink or drug driving, distractions such as using a mobile phone, and not wearing seat belts – which are the main causes of road collisions resulting in death or life-changing injuries.
Worn, underinflated or damaged tyres significantly increase braking distances, reduce grip and stability, and raise the risk of losing control, particularly in wet or emergency conditions.
In 2023, 190 people across the UK were killed or seriously injured in incidents linked to defective tyres, comparable to the number of phone-related collisions in the same year. In 2024 this figure was 172, averaging 181 fatalities or life-changing injuries over the two-year period.
As part of National Tyre Safety Month, the Safer Roads Greater Manchester Partnership and road safety charity, TyreSafe, carried out roadside tyre checks to highlight the risks of worn tread and raise awareness of this often overlooked and hidden danger.
Danny Vaughan, Transport for Greater Manchester’s Chief Network Officer, said: “Everyone knows the dangers of drink or drug driving, or speeding, but defective tyres carry just as much risk as using a mobile phone behind the wheel.
“Through Vision Zero, Greater Manchester is committed to ending deaths and life-changing injuries on our roads, and operations like these are vital to helping us achieve this aim by not only enforcing the law but educating drivers about how to stay safe.
“When you drive with defective tyres you risk putting yourself, your passengers and other road users at risk, so I’d strongly urge all drivers in Greater Manchester to regularly check their tyres and avoid potentially devastating consequences.”
Ten drivers were reported for tyre-related offences, with two issued with a prohibition notice preventing them from continuing their journey. Officers also made four arrests – two for driving while disqualified, one on suspicion of drug driving and one for another offence.
The Driver and Vehicle Standards Agency (DVSA) also issued seven further prohibition notices for tyre offences, with Bolton Council issuing three suspension notices for a 10-day period.
Other offences reported by our officers during the operation include:
18 drivers found not wearing their seat belts.
Three drivers using their mobile phones while driving.
10 vehicles with illegal number plates.
Five vehicles seized for being driven with no insurance.
Eight vehicles with illegal tinted windows.
Inspector Paul Cox, Road Policing Unit, said: “We have been out as part of a tyre safety campaign in partnership with Safer Roads Greater Manchester, TyreSafe, local government and other organisations checking vehicles tyres on the roadside.
“As we head into autumn and winter, wet and icy conditions make safe tyres more crucial than ever. We’ve been advising drivers to check their tyres regularly and understand how vital they are for keeping themselves and others safe.
“While tyre safety is especially important during colder months, it’s something drivers should be mindful of all year round and something we want all motorists in Greater Manchester to be aware of. Our primary aim is to educate motorists on the importance of having tyres that are safe and roadworthy.
“Please check your tyres monthly – look for visible damage and use a tyre gauge to check tread depth. If you’re unsure, visit a local garage for a professional check. Don’t take any risks.”
A 2023 TyreSafe survey of almost 80,000 tyres found that one in five (20.5%) checked in the North West of England (including Greater Manchester) had illegal tread depth of below 1.6mm – and over a third (37.8%) were borderline with depths of between 1.6mm and 2mm.
The charity also estimates that more than six million tyres across the UK have illegal tyre tread, posing a significant risk to road users. Not only does this endanger lives, but it can also lead to legal consequences such as a £2,500 fine and three penalty points per defective tyre.
With National Tyre Safety Month drawing to a close, TyreSafe is urging drivers to get into the habit of carrying out the following checks once a month:
Check the air pressure
– ensure your tyres are properly inflated to the manufacturers recommended pressure
Check the condition of the tyres – inspect them for visible damage or signs of wear
Check the tread – measure the tread depth to ensure it meets legal requirements.
More than two million cars fail their MOT every year due to tyre defects, with half of these tyres classified as dangerous. Defective tyres are also the main cause of failed MOTs in the first seven years of a vehicle’s life.
One in five vehicle breakdowns on motorways and A roads result from tyre defects, amounting to roughly 50,000 breakdowns each year on the motorway network alone.
Stuart Lovatt, Chair of TyreSafe said: “Far too many drivers underestimate the dangers of illegal or poorly maintained tyres, yet the risks are every bit as serious as speeding or driving under the influence.
“The condition of a vehicle’s tyres can mean the difference between stopping safely or being involved in a serious incident.
“Through partnerships with police forces such as GMP, we’re reminding drivers that tyre safety isn’t just about complying with the law — it’s about protecting lives.
“Taking just a few minutes each month to check tyre pressure, tread depth and overall condition could prevent a tragedy.”
