The ten golden towers on the flag/crest represent the ten metropolitan districts of the Greater Manchester city region; the embattled golden border represents unity. Great to see Greater Manchester promoting itself as a unified county/city region with its own flag - when I saw them for sale I had to buy them!

And if you can't tell what they are, they're blank "knuckle tattoo" stickers. Paint pen or a permanent marker + sticker = something clever that doesn't cost you 60 bucks and your job for the real thing.
