In an address to law students, a Toronto police officer said "in order to avoid being victimized, women should stop dressing like sluts." The Slutwalk movement started as a rally organized in response to his statement. Word spread and many other cities, including Ottawa, agreed that this particular police officer is not alone in his misunderstanding of the problem. Short skirts don’t rape: Rapists do.
