This one-of-a kind aircraft was an important in-flight simulator primarily used to study how an aircraft would handle before building an expensive, full-scale prototype. It was created for the U.S. Air Force in the late 1960s by the Cornell Aeronautical Laboratory of Buffalo, N.Y. (later the Calspan Corp.).
Engineers found the TIFS especially useful for studying how large aircraft would handle during takeoff and landing. Vertical fins on the wings generated side forces to simulate crosswinds and provided test data.
The TIFS first flew in 1970, and its first research project simulated the B-1 bomber’s flying characteristics. During its long and successful career, the TIFS simulated many military and NASA aircraft, including the X-40, Tacit Blue, Space Shuttle, B-2, YF-23 and C-17. Civilian aircraft development projects included the Boeing Supersonic Transport (SST), MD-12X and Indonesian N-250. It also served to train test pilots. The TIFS came to the museum in 2008 and is on public display in the Air Park.

Here is some information on the cab in which the simulator sits:
This cab is a General Electric U33C Diesel Cab (fondly called U-Boats by the engineers who drove them). U33C diesels were bought by the Delaware and Hudson (D&H) Railway around 1970 and operated from Montreal southward into the U.S.A. Our cab replicates the cab of D&H #757 which operated from Albany to New York State. It was housed in the Binghamton NY roundhouse when it burnt down, that is why it was scraped - it was burnt to a crisp, and then rebuilt, but it never worked right again. Our actual simulator cab is made of five different locomotives, and the only part that's actually out of 757 is the control stand, the rest is of four different cabs. The diesel cab has been re-built using real interior and exterior parts from scrapped U33C locomotives like the D&H #757. The construction of the cab was mostly complete but required that we design a platform upon which it could be mounted as there were no diesel trucks for it. It sits on a pair of speeder axles, which allows us to jack up the Cab and move it along our tracks when necessary.
As to the train within the simulation, it is a SD-40.

All pilots need to go through training, both initial & recurrent. That's how safety-conscious airlines are. As someone who takes care of training & development, I go in when I can to look, feel & listen to the people involved in development events. That's me, partially hidden, after the first time I landed the aircraft in Macau (that's what the simulation was about) - I think my heart rolled out of my chest the moment the Captain on my left disengaged the auto pilot!
