four years. The SFI-AISF appeals to the students to enthusiastically participate in this process andexercise their franchise in large numbers. .
In the absence of an elected JNUSU, the student movement in our university has suffered many setbacks.It is important that the newly elected JNUSU lives up to the challenge of fighting for both student rights aswell as carrying forward the struggle for restoration of the JNUSU constitution! The forthcoming polls mustdebate the vision which the newly elected JNUSU would have. To initiate this debate the SFI-AISF isputting forward some of the issues which are pertinent for the student community today.Increase Scholarships, ensure timely disbursal of scholarships and stop fee hikes: Our country has seenvery high inflation in the recent past. Mess Bills which were around Rs 750-800 have increased to Rs 1300-1500 today. Theinflationary situation has also affected students in other aspects. There has not been any increase in the MCM scholarship or Rs3000/5000 scholarship forM Phil/Ph Dstudents given by the UGC. ).> The new JNUSU should fight for an increase in M Phil/PhD scholarships from Rs 3000/5000 to Rs 5000/8000, Which wasrecommended by the UGC in January 2009 itself, but has not been approved by the government.> The amount of MCM scholarship should be increased. The last time MCM scholarship was increased from Rs 600 to Rs1500, a survey was conducted by the SFI-AISF representatives in 2005-06 JNUSU to arrive at a concrete demand forincrease in MCM. A similar survey should be conducted to fix an amount and then start a struggle for increase in MCM.>-The University should create a corpus fund to ensure that all scholarships are disbursed on time irrespective of the delayin arrival of funds from the concerned department/agency. The process of disbursal of scholarships must be made time bound~ While scholarships have not been increased the administration has tried to push fee hikes through the back door. Theestablishment charges have been increased two times in a span of two years. The next JNUSU must resist all attempts topush any kind of fee hike in the University.lnfrastructural Crisis in JNU: The strength of students in our university has increased considerably after theimplementation of 27% OBC reservation and 54% seat increase. Various new programmes are being opened. However, there hasbeen no commensurate increase in infrastructure in the university..., Hostel Crisis: A hostel crisis continues to persist in the university. Many students admitted in 2011-12 have not gothostels. Majority of these are OBC students. With such a shortfall the situation is likely to worsen in the next academicsession. Apart from the need to construct new hostels there is also a need to renovate old hostels and other buildings of theuniversity. The situation is particularly grim in girls' hostels. Hostel list for the OBC students should appear simultaneouslywith that of the General students. The mechanism for such allotment should be in keeping with the 27% reservation..
