A second, very menacing hired "thug", posing as a security guard who also tried to prevent me from taking photographs in a public street and whose hand can be seen in the related photos, trying to grab my camera. Birmingham, England. 3 Aug 2008.

 

As a photographer, and a healthcare worker, I actually feel sorry for this guy. He clearly is not the sort of person who should be let loose on the public in the way he was with me, but while at the same time he was threatening me, he has a deep, haunted, sad expression, as if he is carrying a great deal of trouble inside. I hope he can get himself on the right path in life and lose the haunted look.

 

His colleague on the other hand is just a small-minded idiot who likes to throw his weight around.

I discovered this location while driving to the franco-cypriot school in Nicosia, Cyprus. These are governmental buildings next to the police academy. The complex is to be destroyed in the near future. I was interested in catching the effects of time on official government owned buildings.

We got back from another succesful UPfest in Bristol last night and were just glad that we managed to get the bulk of our work done on Saturday – when the sun was shining, the crowds were plentiful and the beer was flowing. Sunday turned out to be a different story but at least we managed to get our piece completed and still had time for a good look around.

 

After an early start on Saturday morning (following some feverish last minute preparations) we managed to make it to the Tobacco Factory for about 11.30 and then onto the Spotted Cow for a midday start. As we were a little late in arriving we got no choice in which boards we got but i think that eventually worked out to our advantage. Once we’d got disco-bag set up we got off to a quick start as we had plenty of work to be getting on with. By about 8pm we were pretty much done for the day so packed our stuff up and headed out for a few (more) beers. Whoever thought of putting us within such easy reach of alcohol in a pub garden certainly has a lot to answer for…

 

After a night on the town and a very rainy start to the day we return to the Spotted Cow to finish up to find that that some rogue decorators had obviously taken umbrage at our piece and had decided to show us a taste of our own medicine by wallpapering over the whole lot of it! It would also appear that the Grey Ghost Guards were around in the area (possibly in collusion with the rogue decorators) and looking to have our piece cleaned off the wall. Luckily we have some security footage so all will be revealed once we’ve had a chance to examine it and identify the perpatrators…

 

Anyway we did our best to remove the wallpaper and expose our image underneath resulting in a decayed and battered looking wall with the legend ‘Beauty is in the eye of the beholder’. I’ll get those pesky Daily Mail reading rogue decorators and Grey Ghost Guard critters if it’s the last thing i do…

I did of course trespass and the security guards and workers were very nice and let me take lots of photos on this construction site.

Things I learned this week:

 

1) The security force that guards the DOT headquarters really and truly believes that it is illegal to photograph federal buildings.

 

2) Their employees are trained to intercept all photographers, collect their contact information and forbid them from taking any more photographs of the building.

The Security Department responds to emergency and non-emergency calls for service, provide traffic control and enforcement of traffic regulations, and assist in building inspections and fire prevention.

Grateful today for all the good stuff life has brought my way-- and hope that all who see this are able to enjoy whatever is good in your life.

 

This image is the last of my photo essay set: "Life On Different Levels" . This couple told me many different stories about their lives. Who knows what was true, but clearly they were down on their luck, and choosing to beg on the street. Yes, as some of you have pointed out, he has new clean white shoes, and she has a wedding ring. But. . . their clothes are old, and they have dirt under their finger nails and teeth are missing. Definitely they've been through hard times.

(Poetic license with the placement of this image in the series-- this actually occured earlier, as the security guard was walking along with them, before they spilled their coins-- but I like putting it last- as he walks off with them.)

 

I like how the couple is receding, along with the security guard, sort of just walking along with them- and the passerby makes a sort of "this way and that way" feel with the movement of the seucirty guard- black and white , etc. Also the signs also mirror the this way and that way- and I love how the sign lines up with the guy coming toward us in the photo. And look at their feet. Everyone is moving but the street couple. Best that I and my camera did under the circumstances, with the need to quickly shoot images.

 

Sorry that the sky and part of the street is blown out-- could do some fixing in photoshop but did not want to fuss with it more right now.

Meet Officer Hart, of the Department of Transportation security force. She approached me last night, introduced herself, and asked my reason for taking pictures. It's a far cry from earlier this summer, when that security force was blatantly lying about the legality of photographing a federal building, but this new approach still operates under the assumption that anyone with a camera is to be viewed with suspicion.

 

Remember last year, when I testified before Congress? I'm doing it again. Today.

 

I learned this week that DC Del. Eleanor Holmes Norton has decided to revisit the issue of photographer harassment. She's convening a hearing TODAY at 2:00 in Room 2167 of the Rayburn House Office Building to titled "Risk-based Security in Federal Buildings: Targeting Funds to Real Risks and Eliminating Unnecessary Security Obstacles."

The most common jobs in facilities management are found in building service and security guard occupations. Building service and security guard positions in New York City are found in residential and commercial buildings, and public institutions, such as schools, airports and hospitals.

 

Over 160,000 New Yorkers are employed in building service and security guard occupations, making this one of the larger employment segments in the city.

 

Building Service Security Guards

 

As indicated in the table above, the NYS Department of Labor projects that the number of security guard positions will grow by 21% between 1998 and 2008. Note that this 1998 projection might turn out to be on the low side, given heightened security concerns in New York City. During the current

recession, the industry containing security guard businesses increased employment by 8.7% from December of 2000 (the peak month for total NYC employment) to January of 2003. In this period when NYC has lost nearly 6% of its total job base, the investigation and security services industry had

the largest employment gain (+3,500) of any private industry other than health, social or educational services.

 

Security guards in New York City made a median hourly wage of $8.46 in 1998, with the middle half of all workers earning between $6.75 and $12.39 an hour.

 

The most significant single employer of security guards is the real estate industry, which employs guards in commercial and residential buildings. In addition, over half of the security guards in New York City are employed by firms that provide contractual protective services throughout the economy

(public and private sector). In the Standard Industrial Classification system, these firms were included in the miscellaneous business services industry group.

 

This is significant in the sense that over half of the security guards in New York City do not work directly for the institution in which they are placed, but instead work for contractors who in turn place them in retail and other settings.

 

Commercial office buildings range in size from less than 1,000 to more than 1 million square feet. About 2,000 buildings in the United States(less than 1% of the total number) have more than 500,000 square feet of floor space, and about 7,000 (nearly 1%) have more than 200,000 square feet. The amount of space in these larger buildings is significant: nearly 30% of all commercial office floor space is in buildings with more than 200,000 square feet.

 

Potential Indicators of Terrorist Activity

Terrorists have a wide variety of weapons and tactics available to achieve their objectives. Specific threats of most concern to commercial office buildings include:

 

• Improvised explosive devices

• Arson

• Small arms attack

• Assassination/kidnapping

• Chemical/biological/radiological agent attack

• Aircraft attack

• Cyber attack

 

Terrorist activity indicators are observable anomalies or incidents that may precede a terrorist attack. Indicators of an imminent attack requiring immediate action may include the following:

 

• Persons in crowded areas wearing unusually bulky clothing that might conceal suicide explosives.

 

• Vehicles illegally parked near facility buildings or near places where large numbers of people gather.

 

• Unattended packages (e.g., backpack, briefcase, box) that might contain explosives.

 

• Suspicious packages and/or letters received by mail that might contain explosives or chemical/biological/ radiological agents.

 

• Evidence of unauthorized access to HVAC areas of a building.

 

Indicators of potential surveillance by terrorists include:

 

• Persons using or carrying video/camera/observation equipment in or near the facility over an extended period.

 

• Persons discovered with facility maps, photos, or diagrams with critical assets highlighted or notes regarding infrastructure or listing of personnel.

 

• Persons parking, standing, or loitering in the same area over a multiple-day period with no apparent reasonable explanation.

 

• Persons questioning facility employees off-site about practices pertaining to the facility and its operations, or an increase in personal e-mail, telephone, faxes, or postal mail requesting information about the facility or one of its

key assets.

 

• Facility employees inquiring about facility operations, equipment, assets, or security measures about which they should have no job-related interest.

 

• An increase in buildings left unsecured or doors left

unlocked, when normally secured and locked at all times

 

An idea I'd had for a while.

A friendly lady security guard at the Nairobi Railway Museum. She agreed to be photographed after I'd made some small talk with her. In the background are some erstwhile railway freight cars, one a box car, one an open high sided car and one the same with railings on top, probably for conveying fodder or cattle or both. (Oct/ Nov 2010)

Perhaps overly wide, but the important thing for me here is to broadly capture the scene.
