Lower an incandescent lamp over the negative you want to scan, and keep it roughly centered on the negative you're going to scan. You need to provide as much light behind the negative so that you'll get enough contrast for a decent scan.
But don't lower the light too far, or the diffuser plate might not mitigate the pattern that your lamp produces, and you'll end up with an odd contrast pattern to your negative. In practice, I got good results from having the lamp about 3 to 4 inches from the scanning surface.
Note that you CANNOT use a flourescent bulb for this purpose. All flourescent bulbs pulsate when they're on, though most people will never notice it. The scanner, however, will pick up these pulses, and render them as bands of alternating contrast levels in the resulting digital image. Incandescent bulbs do not seem to produce similar problems. No idea how LEDs or halogen bulbs would work, but incandescent bulbs are cheap and plentiful, so I would suggest using them.
I was using a typical swingarm desk lamp for this task, and it seems to work well. Its also useful because you can adjust the location of the lamp easily.

Just got a scanner that will do negatives. The first few I tried it didn't like (no idea why).. this one it doesn't mind.
When a study participant is in the scanner, I communicate with them via a headphone-speaker system. They wear air conductance headphones so they can hear me, and I hear them through the device you see in the picture. When the top right button is lit up, I can hear everything going on in the room with the scanner. When the bottom right button is lit up, they can hear me. The knobs on the left control volume. The button on the middle right allows them to hear music, but I never do that because I don't want my participants to be distracted from the task at hand. Finally, the head phones are air conductance so that they don't require any metal, which may interfere with the signal that the scanner is trying to pick up to determine their brain activation.
