The Monarch telling ED-209 to scram, or get, or fuck off, cause he, the Monarch, is busy plotting machinations and what not.
It's a sad reality that today many eagles suffer from corvusophobia, or the real fear that somewhere, somehow, there's a crow ready to pop out on them.
These crows may hide under branches. They're hidden in the brush, and only after the eagle has safely landed, has breathed in the clean air woven through the breeze, and is just about to remove his cell phone to play Wortle when a crow jumps out and screams "scram."
The cell phone has now tumbled into the water below, and the eagle has no choice but to retrieve it, then find some other branch where, just when the sounds of nature has brought it to near inner-peace, another crow screeches into his ear.
For these reasons, a great number of eagles are constantly petrified, even when the crows have truly left.
I don't know if these guys were telling each other to scram...they don't enjoy company while they are eating lunch...but they did seem to be saying...I hope she fills this thing up again tomorrow :-D
