Stands display the official news of the day (there is no other, of course) in the underground. There's an English paper called the Pyongyang Times which you can buy in hotels for foreigners, the stories are all about the exploits of the Kims, with editorials lambasting the US/South Korean "puppets" for actions allegedly committed 60 years ago in the Korean war.

Flowers are a symbol of wealth, and beautify an otherwise uniform environment. They're a common sight on balconies.
