Da venerdì l'Abruzzo (e quindi anche la mia città) è stato colpito dalla MORSA DEL GELO, perchè CAPITAN INVERNO ha deciso di scatenare su di noi (o anche su di noi, oltre che nel resto dell'Italia e dell'Europa, ma che ce ne frega, noi stiamo qui) la COPIOSA NEVICATA che ricorda quella del '56 (nella meteorologia si DEVONO sempre citare altre ere, altre annate sfigate per dare credibilità ed incutere ansie e timori).
Comunque, per dirla in parole povere, e lontane da quelle ufficiali usate dai successori di Bernacca: venerdì ci siamo ritrovati seppelliti dalla neve. Abbiamo aperto il portone di casa e gli usci delle nostre abitazioni e abbiamo scoperto di non poter accedere alla strada. A quel punto il primo grande pensiero è stato quello di risolvere il grosso problema che in questi casi affligge l'uomo maschio in generale (medio, alto, basso e largo di 10 anni o di 93): come liberare l'auto. Perchè? Perchè NON SI SA MAAI... (Leopardi ed il suo pessimismo cosmico ci è stato talmente inculcato che in certi casi riaffiora come un istinto atavico).
Un'auto che magari non ci serve, un'auto che comunque anche se liberata non può accedere alle vie ancora impercorribili, un'auto che anche se servisse per il lavoro, comunque non si potrebbe andare a lavoro, un’auto che subito dopo verrà sommersa di nuovo dalla neve, un'auto che però bisogna liberare perchè non si sa maai....
E così ci si arma di pale, palette, vanghe, e di tutto ciò che uno possiede per farsi strada alla meno peggio e raggiungere la propria vettura in sosta (magari vietata), fino a quando però si scopre che le auto sono tutte talmente coperte che riconoscerle diventa un bel problema; e se non ci si ricorda esattamente dove l'abbiamo lasciata (perchè magari negli altri giorni dell'anno comunque la utilizziamo poco, ma ora c'è la neve e non si sa maai...) rischiamo di disseppellire quella del vicino di casa (che poi si urta pure perché voleva farlo lui).
Tuttavia, superata questa piccola impasse, si passano ore e ore a togliere tutta la coltre di neve depositata sul nostro piccolo autoveicolo (e che fa se poi la buttiamo da un lato, affossando ancora di più il veicolo del vicino). Comunque la situazione che si crea è una delle più belle mai vissute. Le strade, che fino al giorno prima erano percorse da veicoli a tutta velocità in derapata, oggi sono placide e tranquille stradine di paese, tutte bianche, dove transitano a malapena pedoni in generale, pedoni con pale, pedoni senza pale, pale da sole, bob e qualche tipo avventuroso con gli sci di fondo (che sicuramente non ha un’auto da spalare). Le persone che fino al giorno prima si salutavano con un ciao frettoloso, oggi si ritrovano a conversare beatamente con tutto il condominio, che, in persona dei singoli condomini, nel frattempo si è riversato giù a dispensare consigli sul piano neve, che anche quest'anno ha funzionato come sempre: cioè non ha funzionato; sulla viabilità; sul tempo; ma soprattutto su come liberare le auto intrappolate.
E così le case aggiunte a case, le strade che sboccano nelle strade, per dirla alla Manzoni, e le persone più socievoli che mai, creano un bellissimo presepe urbano tutto unito e compattato da solidarietà, amicizia e volontariato. Ti presto la mia pala, ti tolgo io la neve, mi presti la tua pala che io ti presto la mia vanga, ed il tutto si protrae beatamente fino a sera.
A questo punto però, liberata la nostra auto sorge un problema ancora più grande: come portarla a navigare sulle bianche strade cittadine.
E qui scendono in campo i migliori scienziati della materia.
MAI dire che ci si appropinqua ad uscire con l’auto, MAI farsi scorgere a metterla in moto, MAI dar da pensare che la si sta muovendo. E’ la fine. Tutti abbandonano la loro pala e formano un crocchio intorno a colui che ha osato girare la chiave nel quadro. E’ una specie di formazione a testuggine da cui non c’è scampo. E da lì cominciano i CONSIGLI: gira quiiii, muovi lììì, frenaaa, vai drittooo, noooo non cosììì, vai di quaaa, vai di lààà, stai a slittàà (poi le rime vengono da sé, perché, non per niente, ma questa è la patria di Ovidio che a detta sua “quod tentabam dicere versus erat”). E insomma per farla breve rimbambiscono talmente tanto il povero malcapitato che si troverà a rimpiangere a lungo di aver deciso di uscire con l’auto.

O pasado 26 de febreiro a cidadá galega Adela Figueroa dirixiuse unha funcionaria do Servizo de Deportes da Xunta en Lugo para procurar información sobre clubes deportivos. Como a funcionaria lle respondeu en castelán, a administrada solicitou poder ser atendida en galego e foi neste intre cando comezaron os problemas.
A funcionaria botando man de pseudoargumentos, respondeulle: “No me da la gana! Soy funcionaria y puedo escoger el idioma que yo quiera”. A lexislación dita que quen ten a posibilidade de escolla é a persoa usuaria do servizo e o funcionariado ten a obriga de atender no idioma oficial que se solicite. Ante esta contestación Adela díxolle “que estaba en Galiza e que desexaba ser atendida en galego” solicitando se podía falar con outra persoa.
Cando a Figueroa se dirixiu a outra empregada pública para ver se podía ser atendida en galego, estoutra funcionaria contestoulle que “yo solo hablo castellano, no me da la gana de hablar en gallego”. A usuaria lamentou que fose así pois non quería que o galego se perdese polo que tivo que soportar un novo ataque da funcionaria: “Pues si se pierde mejor! Ni gallego ni catalán, con sólo castellano mucho mejor!”

O responsábel da Mesa en Lugo, Lois Neto explicou que os feitos son moi graves e que as persoas galegofalantes teñen o dereito legal e moral a vivir en galego plenamente e sen ninguna traba.
A secretaria xeral da Mesa, Mónica Pazos, amosou o apoio da asociación a Adela e a todas as persoas galegofalantes que teñen a valentía de denunciar os ataques que sofren. Pazos asegurou que este non é un caso illado, senón que acontecen todos os días. Pazos tamén criticou o cinismo do presidente Núñez Feixóo que hai poucos días dicía nunha conferencia que a situación do galego era vantaxosa se a compararmos con outras do Estado, “con casos coma este de que presume o presidente da Xunta?” cuestionou.
Para a Mesa este feito é un síntoma da política lingüística do PP na Xunta e xa tramitou queixas ante Consellaría de Presidencia, Secretaría Xeral de Política Lingüística, Secretaría Xeral para o Deporte e Valedor do Pobo para denunciar este caso de agresión lingüística e discriminación dos dereitos máis elementais.
A galega que sufriu esta agresión Adela Figueroa, quixo agradecer o traballo da Mesa pola Normalización Lingüística e apuntou que “as persoas galegofalantes temos uns dereitos que non debemos deixar perder” acusou de “flagrante caso de apoloxía do franquismo” o dito por unha das funcionarias. Do mesmo xeito, Figueroa denunciou que é “escandalosa a identificación que se fai entre lingua e partidos políticos” e convidou a que dean unha volta polo país e lean a Rosalía, Cunqueiro ou as cantigas medievais para descubriren a súa vitalidade.
Para Elsa Quintas, vicepresidenta da Mesa e directora do Observatorio de Dereitos Lingüísticos, fixo un repaso por toda a lexislación que se vulnerou por parte das dúas funcionarias.
Quintas explicou que as funcionarias ao negarlLe a posibilidade de ser atendida en galego, vulneraron dereitos lingüísticos elementais tales como o Estatuto de autonomía de Galiza no seu artigo 5.4. que promulga que ninguén poderá ser discriminado por causa da lingua, a Lei 3/1983 de normalización lingüística no artigo 6.1. recolle que a cidadanía ten dereito ao uso do galego nas súas relacións coa administración pública.
Tamén contraviñeron lexislación estatal e internacional como; artigo 13.c) da Lei 39/2015 do procedemento administrativo común das administracións públicas que estipula o dereito a utilizar as linguas oficiais no territorio da comunidade autónoma, o artigo 2.b) da Carta europea das linguas rexionais ou minoritarias, que o Estado español ratificou e que explicita que as autoridades administrativas e servizos públicos comprométense a dar a posibilidade para os falantes de linguas rexionais ou minoritarios de presentar demandas orais ou escritas nestas linguas.
A Lei 2/2015 do 29 de abril do emprego público de Galiza no artigo 185 recolle como faltas moi graves das/os empregadas/os públicas/os:
a) O incumprimento do deber de respecto á Constitución e ao Estatuto de autonomía de Galiza no exercicio da función pública.
b) Toda actuación que supoña discriminación por razón de orixe racial ou étnica, relixión ou conviccións, discapacidade, idade ou orientación sexual, lingua, opinión, lugar de nacemento ou veciñanza, sexo ou calquera outra condición ou circunstancia persoal ou social, así como o acoso por razón de orixe racial ou étnica, relixión ou conviccións, discapacidade, idade ou orientación sexual, e mais o acoso moral, sexual e por razón de sexo.
Desde a Mesa consideran que esta situación na que unha cidadá galega exerce o seu dereito a falar en galego e a propia administración da Xunta lle nega ese dereito é unha mostra da política lingüística da Xunta de Galiza de ataques e menosprezo ao galego. Mónica Pazos concluíu exixindo unha condena pública da Xunta de Galiza contra este caso de racismo lingüístico e abrir un expediente disciplinario contra as funcionarias, pois “non pode ser que en Galiza se pisen os dereitos dos galegos e galegas por parte da propia Xunta e esta non faga o máis mínimo”.
