This is a Fas Mart Express located in the parking lot of the Quarles Fleet Fueling Island at 2301 Commerce Center Dr, Rockville, VA.
This looks to be a glorified bank of vending machines installed in a modified shipping container. I've never see something like this done before, but it's certainly an interesting use of a shipping container.
Fas Mart is owned by GPM Investments, which is a subsidiary of ARKO Corp. who also owns Quarles.

This "office" parks on the sidewalk in the morning and drives away at the end of the day. It runs a fleet of mototaxi [in the back] and has all the comforts of a regular office.
Check the air/con machine above the passenger seats: it probably helps cooling the cooler while riding!
No idea where it stalls at night. Should follow one day!
