Alden O'Brien, costume curator for the DAR, wrote about this dress in November 2015:

 

This looks as if it’s a woven design tho it’s hard to tell. I don’t know that polka dots were particularly a fad at this time, but people did like bold designs. The date of 1890-1900 is pretty close, but I can narrow it down to more like 1888-90 or 91 at the latest—there is NO puff in that sleeve and the bodice is still very 1880s looking.
