Rui é formado pela Faculdade Cásper Líbero, tendo já atuado nos movimentos estudantil e sindical. Rui foi um dos fundadores do Partido dos Trabalhadores (PT) em 1980 e integrou a tendência petista Causa Operária. Após divergências políticas, a Causa foi expulsa do PT em 1995 – ano em que ocorreu a fundação do PCO. Edita o periódico Causa Operária.

Rui foi candidato à Presidência da República em 2002, tendo obtido 38.000 votos (0,045%). O PCO lançou Rui novamente à corrida presidencial em 2006, mas o Tribunal Superior Eleitoral (TSE) indeferiu o pedido de registro da candidatura alegando erro na prestação de contas relativa à campanha presidencial das eleições de 2002. Em protesto, o partido começou a usar sua parcela do horário político para protestar contra o TSE e incentivar a população a fazer o mesmo. O partido alegava que a ação do TSE foi uma "aberração jurídica", pois o TSE se utilizou de uma deliberação de 2004, com efeito retroativo sobre o atraso da prestação de contas de 2002. O protesto do PCO foi tirado do ar pois, segundo o TSE, houve um "desvirtuamento do programa veiculado pela agremiação, veiculando-se conteúdo aparentemente ofensivo e dissociado dos fins da propaganda eleitoral gratuita".

Foi candidato pela segunda vez em 2010, tendo obtido 12.206 votos (0,01%). Em 2014, concorreu novamente, tendo obtido 12.324 votos.

I was happy to drop the first ball and present the trophy at the PCO Ball Hockey Tournament in support of the Government of Canada Workplace Charitable Campaign (GCWCC). Congratulations to the winning team, and thank you to all participants for your valuable contribution to the GCWCC. What a great example of helping others, while staying active too.

J’ai été très heureux de faire la mise aux jeux et de présenter la coupe à l’occasion du tournoi de hockey bottine pour la Campagne de charité en milieu de travail du gouvernement du Canada (CCMTGC). J’aimerais offrir mes félicitations à l’équipe gagnante et remercier tous les participants d’avoir contribué à la CCMTGC. PCOS And Pregnancy :- Polycystic ovary syndrome, also known as PCOS, is one of the most common causes of female infertility. Since it affects up to 5 million American women, or 5 to 10 percent of women of childbearing age, chances are good that someone you know has it.

While this condition can make it difficult to conceive - and it increases your risk of certain pregnancy complications after you do get pregnant - women with PCOS give birth to healthy babies every day.

Here's what you need to know to increase your chances of getting pregnant and have a healthy pregnancy with PCOS.

PCOS is a hormonal disorder that leads to problems with ovulation. Ovulation is the process by which a mature egg is released monthly from tiny fluid-filled sacs (follicles) in the ovaries.

In women with PCOS And Pregnancy, the level of the male hormone testosterone is higher than normal, which can interfere with ovulation and cause irregular or absent menstruation.

Specifically, hormonal imbalances interfere with the ability of the follicles to release eggs, which instead remain in the ovaries as cysts - hence the name poly (which means many) cystic ovary syndrome.

A doctor is not sure what causes PCOS, but there are several factors that have been associated with the condition, including:

Genetics. PCOS appears to be hereditary, so if your mom or a close relative has PCOS, your chances of it are higher as well.

More androgens. Women with PCOS tend to have higher levels of androgenic hormones, which can interfere with ovulation. Androgens are sometimes called "male hormones" because they control traits such as male pattern baldness, but women naturally produce androgens.

Excess insulin. Researchers have found that women with PCOS tend to have high levels of insulin (a hormone that regulates the breakdown of sugar in the body) because it is difficult for their bodies to use it properly. Insulin also controls ovarian function, and too much insulin in the body can cause irregular or no ovulation.
