A little historical info: The 50,000-square-foot Courthouse plaza is designed by Martha Schwartz & features grass mounds planted with Jack Pines, suggesting the glacial drumlins that were common to Minnesota during the Ice Age.
Artistically intriguing, the mounds are designed as security features for the courthouse. The courthouse opened a year after the Oklahoma City bombing and new GSA security requirements dictated that federal courthouses could not contain wide-open spaces. The plaza, therefore, needed to be filled with raised elements.
The whimsical bronze Rockman sculptures by Tom Otterness are an additional artistic touch and are part of GSA's Art in Architecture program.

The entire thing started with a stick in the pond/ditch on Highway 65 between mile marker 101 and 102, that looks like a turtle. Every time we go past Joanne would say, "Look a Turtle!" I told her I will put a big yellow rubber ducky out there so she knows it's a stick and it all just took off from there.
