Cliffe Fort in Kent overlooks the entrance to the River Thames. Completed in 1870, construction was plagued with problems to do with the poor quality of ground, and the final design was smaller, housing ten guns in a mix of casemates and open barbettes as opposed to the planned thirteen. The fort could also accommodate up to 300 soldiers. Housing guns within casemates offered the greatest protection, and the casemates were granite faced and were fitted with iron shutters. A bank and ditch also protected the formidable fort on the exposed sea side.
Under the casemate level were two parallel tunnels, containing the usual features associated with ammunition storage.The lower levels are now badly flooded, while the upper levels and gun casemates are accessible.
By 1899 the fort was armed with two 12.5" RMLs (Rifled Muzzle Loaders), five 11" RMLs, two 4.7" guns or 6" guns in the open Battery, four 4 pdr QF (Quick Fire) guns in new concrete emplacements on the roof and a Brennan Torpedo launching station.
By the Second World War the forts role in coastal defence had diminished and it was primarily a heavy anti-aircraft battery, armed primarily with two 4" BL guns.
The fort was sold in the 1950's and has laid in a worsening state since then. Partly due to subsidence and the ingress of water.
When a state appears not to be taking resolute action to address serious issues, often of a systemic nature, the CPT's approach is to enhance its dialogue with that country. This often takes the form of high-level discussions, between the CPT and relevant government ministers, on how the recommendations formulated by the Committee can be properly implemented.
