Per Section 332(c)(7) of the Communications Act - Allegations that a state or local government has acted inconsistently with Section 332(c)(7) are to be resolved exclusively by the courts (with the exception of cases involving regulation based on the health effects of RF emissions, which can be resolved by the courts or the FCC Commission).
A new tower construction requires:
Approval from the state or local governing authority for the proposed site;
Compliance with the National Environmental Policy Act (NEPA);
Compliance with the National Historic Preservation Act (NHPA); and may require
Notification to the Federal Aviation Administration (FAA); and
Antenna Structure Registration (ASR) with the FCC.

Cheltenham Wetlands Park was once part of the U.S. Naval Radio Station, Cheltenham, Maryland. It was commissioned in 1939.
“The original antenna fields, comprising creosoted wood telephone poles and metal antenna towers, were located in the acreage surrounding the buildings. All metal antenna poles have been removed from the installation. Some abandoned creosoted wood poles remain in the wooded and swampy sections of the installation.

Kentucky is one of the few states in the Nation which still employs the antiquated Combined Sewer Overflow System.
The above area is within a stone's throw of the Kroger Distribution Center in Louisville, Kentucky, USA. (2000 Nelson Miller Pkwy, Louisville, KY 40223), Jefferson County and a number of surgical centers including Baptist Eastpoint and Premier Surgery Center.
If I recall correctly (would take time to locate that publication if it still exists) this exemption for Louisville to retain the CSO's was at the request of then Louisville Mayor Jerry Abramson (who later went on to become Lieutenant Governor of Kentucky and finally Director of Intergovernmental Affairs in the Obama White House).

"CSOs flood waterways with contaminants including microbial pathogens, suspended solids, chemicals, trash, and nutrients that deplete dissolved oxygen. Microbial pathogens and toxics can be present in CSOs at levels that pose risks to human health. CSOs can therefore lead to contamination of drinking water supplies, beaches, and shellfish beds.
The EPA’s 2004 report indicated that the agency has limited information on the extent of human health impacts of CSOs. One health effect the agency can quantify comes from regularly monitored coastal and Great Lakes beaches. Using data from these locations, the EPA estimates about 3,500–5,500 gastrointestinal illnesses each year are caused by CSO and SSO pollution of swimming waters.
According to Rose, current estimates hold that microbial pathogens in U.S. public drinking water supplies sicken hundreds of thousands of people each year, though most of these waterborne illnesses are mild, disappearing after a few days. It’s difficult, moreover, to trace sources of these illnesses. Many outbreaks in the United States go unreported, and in most outbreaks the pathogen is not identified. CSOs may or may not be to blame.
However, several reports and studies, including one from the 22 November 2002 Morbidity and Mortality Weekly Report, demonstrate that there has been an increase in waterborne disease outbreaks in the United States over the past few years. Rose says these community outbreaks are correlated with rainfall as well as associated overflows and leaks in public sewer systems. Sensitive populations—the elderly, the very young, and those with existing health problems—are most vulnerable to waterborne enteric microorganisms. These populations make up about 20% of the U.S. public."

Note the police officers chatting with civilians. This is next to a large shopping center. The area was neither secured or blocked except to go around the Dodge SUV. One cannot stop shopping here in Louisville, Kentucky, USA Now if this were a protest the bullhorns would be out and the area would have been contained immediately. But this is not a protest - this is a real-life scenario where the lives of many civilians and civil servants were endangered with minimal attempt to protect the (shopping) public. The police officers and fire captains might want to set a good example on how to protect themselves by at least wearing a face mask or respirator (if that's legal). The stench of burning paint, rubber and gasoline was quite strong. The front line firefighters here are incredibly brave and skilled.

The National Society of the Sons of the American Revolution, Inc. is a Federally Chartered Corporation located in Louisville, Kentucky. It is a 501(c)3 non-profit corporation that describes its purpose as "maintaining and extending the institutions of American freedom, an appreciation for true patriotism, a respect for our national symbols, the value of American citizenship, and the unifying force of e pluribus unum that has created, from the people of many nations, one nation and one people." Sons of the American Revolution is a patriotic organization. Its members are male descendants of people who served in the Revolutionary War, or who contributed to establishing the independence of the United States. The society is dedicated to perpetuating American ideals and traditions, and to protecting the Constitution.
Membership in the society is open to any male of "good repute"[2] who can prove lineal bloodline descent from an ancestor who actively supported the American Revolution.[3] Acceptable ancestors include:
military veterans of the American Revolutionary War, including those who served in the Continental Army, Continental Navy, and state militias and navies
signers of the Declaration of Independence
members of the Continental Congress
civilians who provided arms or supplies to the American cause
people who served on political bodies supporting the Revolution, signed oaths of allegiance, or those who gave similar support to the Patriot cause.
Soldiers and sailors from allied nations such as France and Spain who fought in support of American independence.
No state society or chapter may discriminate against an applicant on the basis of race or creed. The SAR claims a membership of over 33,000 members in over 550 chapters representing all 50 states in the United States, as well as societies in Canada, Mexico, France, Spain, Germany, Switzerland, and the United Kingdom. Overall, about 175,000 descendants have been admitted since the founding of the S.A.R. in 1890.
The SAR insignia consists of a Maltese cross surrounded by a garland, with a relief of George Washington in a center circle.
The cross's vertical bar represents the commandment "You Shall Love Your God"; the horizontal bar represents the commandment "You Shall Love Your Neighbor as Yourself." The four limbs are a reminder of the four cardinal virtues; its eight points represent eight spiritual injunctions:

Police cruiser, taxi involved in injury crash

LOUISVILLE, KY (WAVE) – An off-duty LMPD officer was involved in a crash early Friday morning.
The officer was in an unmarked LMPD cruiser while making a left turn in the 2900 block of Taylor Boulevard, near Heywood Avenue, at about 7:30 a.m. That's when an oncoming Taxi 7 driver struck the cruiser, injuring both drivers.
The officer suffered a minor injury and was taken to Audubon Hospital, an LMPD spokesman said.
The driver of the taxi suffered a minor hand injury but declined medical attention.
The identities of those involved were not immediately available.

They're painting this bridge now a yellow ochre color - it's quite pretty and different than the usual gray or camo green. This is the remaining non-toll bridge into Louisville - I hope it stays that way!
George Rogers Clark Memorial 2nd Street Bridge

Culture
Locally, the Clark Bridge is known as the Second Street Bridge due to its direct alignment onto Second Street in Louisville. There is a pedestrian sidewalk on each side of the bridge deck. The Clark Bridge was previously the only regional Ohio River bridge open to non-motorized traffic, until the opening of the Indiana side of the nearby Big Four Bridge to pedestrian and bicycle traffic in May 2014.[7][8][9]
Since 1991, the bridge has been used as "ground zero" for the annual Thunder Over Louisville event, when a waterfall of fireworks flows along the entire length of the bridge during the fireworks show. This involves traffic being closed for much of the week. This is criticized as it cuts off both the only non-interstate and, prior to the Big Four Bridge reopening, the only pedestrian route between Louisville and southern Indiana, which can impact local businesses such as bicycle couriers. Future closures of the Clark Bridge will also cut off the only free vehicular crossing of the Ohio in downtown Louisville.
The bridge is featured in a scene from the 1981 movie Stripes in which Bill Murray drives his cab to the middle of the span, gets out of the vehicle and then tosses his keys into the river below.[10]
I'm sure there is a reason for this truck to park, idling for at least an hour (it also has a bad oil leak).. Interestingly enough the registration sticker on the back was expired. Louisville Metro Police are continuing to look for the armored-truck driver who went missing Wednesday along with an unknown amount of cash from the truck.
LMPD Lt. Steve Kaufling said driver Mark N. Espinosa, 29, and an undetermined amount of money went missing Wednesday afternoon. The truck was parked outside Jefferson Mall, 4801 Outer Loop, and belongs to security services company GardaWorld. ...
Kaufling said Espinosa's employer had "good things to say about him" and that he has been with the company a "short period of time."
GardaWorld Corporation is the world's largest private security services company and is based in Montreal, Canada, according to the company's website.
Isabelle Panelli, a GardaWorld spokeswoman, told the Courier Journal in an email that the company "will not speculate as to possible scenarios" in Espinosa's case.
"GardaWorld is cooperating fully with local law enforcement," Panelli wrote. "We are also deploying all efforts to locate our employee and hope to find him safe and sound."

Now, this little Ford Fusion was driving down the road with no problem. It did pass me on the right at one juncture. He has a tinted license plate cover. This is the exact location where I was pulled over by a nice LMPD officer who indicated he could not read my plates. He said there was a glare on it and he could not read it 300 ft. away. (Note - the sun was setting at the time). He said the plate cover had some mud on it.
I asked the nice officer if I could get out of the car so he could show me the problem. He said I could.
As I exited the vehicle he grabbed my arm, twisting it, and slammed me into the car and proceeded to cuff me, while stating, "Is this what you like?". I asked why he chose to do that. He said "Because you moved too slow". No, officer. I expect you to be able to see well, hear well and act professionally, as that is your job which you accept a salary for. Your job is not to rough up, bruise and maim individuals you believe you can for the "sport" of it. You were well aware I was not a threat to you and your partner. "Serve and Protect" - remember?
He then said I was being detained and walked me to the back of my car. He took my purse (fanny pack) with him into the patrol car and sat with it over 30 minutes. He did go through my address book as he commented on it's contents when he returned. I suggested to his partner perhaps this officer might want to invest in a good pair of glasses and hearing aids.
He gave me a ticket for "improper display of registration plates". This occurred on Good Friday.
I then drove to Auto Zone with the plate cover. Auto Zone stated they were legal in Kentucky but they did then replace the plate cover with a clear one at my request.
The man at Auto Zone told me he also had a problem, and then went on to tell me about the unlawful searches on others that have occurred here in Louisville. He said men and boys were being bodily searched, unlawfully, by police officers while on the road. This one was fairly recent: youtu.be/LtQG0JlCORI
I met a nice lady today who told me the same thing happened to her, and many of her Church friends. She says they just pay them and don't attempt to fight them, as they want a peaceful existence. Even though they did nothing wrong and the charge was false.
I am inviting others from law enforcement AND the military to visit Louisville - they are welcome to ride in the back seat of my vehicle, hunkered down, if/when the next violation occurs. Without identifying themselves, of course. Let's see if *they* get roughed up. I'm 5/2 and weigh 115 lbs. I wonder if they would do the same to someone who was a male, 6' weighing 250 lbs.
The above car doesn't seem to be having any problems.

Update: 16 November 2018
Appeared in court - with the help of an outstanding Pubic Defender (Christopher Schramm) all charges were dropped. The attorney also advised me of my right to institute legal proceedings against LMPD if I so chose.
It is indeed unfortunate those with any type of hearing, auditory processing or language barriers are not able to be aware of what, exactly, their rights are.

In light of the recent horrendous mass shooting here in Louisville, KY this week on April 10, 2023, a good deal of retrospect is due. Sometimes seeing both sides of the fight to survive makes a world of difference. My heart breaks for this community, their families, the deceased but most especially for 26 year old LMPD Officer Nickolas Wilt, a rookie police officer who previously served as an EMT, firefighter, and emergency dispatcher and is now clinging to life today. We have shootings here every day but this one....this one hits home.
To the officers involved in my above encounter with them on April 16, 2018 - I do owe you both my sincerest apologies for what transpired. No harm done and I hope we can all rethink our roles in this world. Life is precious. Value it - I am thankful I am not walking in your shoes and proud that you do. Thank you. I do understand now how unimportant and petty the 04/16/18 incident really was and appreciate the learning opportunity from you all. You are indeed heroes.

A homeless person makes their bed beneath this surreal cabana. It sets the stage with fine nested lights and canned lighting pans the floor below. I catch myself with all of my residential real estate and architectural background; I force myself to take a deep breath and stop. To stop describing the architecture and the architectural beauty that a homeless person has chosen to take refuge in. This is the why I decided to take this photograph; that red blanket got my attention. Everything else was superfluous; and essentially beautiful. That red blanket; those shoes, the summation of COVID-19.
Broken down across from the Ford Plant in Louisville, KY. He was there for hours. Drove away very slowly. I felt bad for the guy.

Sign spotted in front of a kidney dialysis center off Westport Road, Louisville, KY. The foul odor emanating from the HVAC system exhaust behind this dialysis center sickened my dog - she began to gag and vomit. I feel sorry for the surrounding businesses (restaurants, grocery stores, etc...).. There is a broken water/sewer riser next to this facility. Whoever owns this property does not maintain it.
