As a test of repeatability, I changed the stop from making 12" cuts to 8" cuts - which took ~10 seconds, and cut 2 sections from a longer piece - about 30 seconds, taking my time to get clean cuts. They're so close to each other in length, they seem to have been cut simultaneously. Awesome.

Choose the marquee tool and change from rectangle to circle selection by holding down the shift key. Next move to your Layer palette and click the mask icon to create a mask which shows only the section of image inside the circle.

I had a set of poi that I purchased at a workshop. The problem... they are too long for me to work with, the cord gets tangled up on itself, the finger holds give me rope burn. I really like them but... they give me grief.
