Alabama State District 4 Senator Paul Bussman is both stunned and upset about former state representative Terry Spicer working as a sales associate for the Alabama Beverage Control Board.

 

After Spicer (52) finishes about a year and four months of employment with the Alabama Beverage Control Board, he can begin drawing a $50,000 per year state pension. Otherwise, he’ll have to wait until age 60 to draw retirement.

 

Spicer, who worked for the two-year college system and later as Elba City Schools superintendent, had been employed 23 years and eight months with the state prior to going to prison. To obtain state retirement before age 60, Spicer had to have served for 25 years.

 

Spicer had been making more than $100,000 per year in those roles. State retirement is calculated based on the average of employees’ three highest earning years of their last 10 years of employment. For background on this topic, go here.

 

We spoke with Senator Paul Bussman (who serves Cullman, Lawrence, Marion and Winston counties) about the Spicer situation. He had these pointed comments:

 

“Ridiculous. I bet I could find 1,000 good, hardworking citizens that would love to work for the Alabama Beverage Control Board. But somehow we can find a job for this guy.

 

This guy pleaded guilty to taking more than $100,000 in bribes from a casino developer and lobbyist. And now he is employed at one of our ABC stores. He basically sold out the people of Alabama for personal gain. He does not deserve a pension from the taxpayers of Alabama.

 

Why is he now employed at an ABC store? So he can receive a $50,000 per year pension from the State in a year and four months.

 

How could this happen? As reported by the Associated Press, “An ABC Board attorney told the newspaper that ABC Board Administrator Mac Gipson received a call from a mutual friend asking for help in finding Spicer a job.”

 

The good ole boy network is obviously alive and well in Alabama.

 

As Chairman of the Sunset Committee, the committee that oversees the ABC Board, I will certainly be in contact with Mr. Gibson next week. Very discouraging and unacceptable.”

 

Spicer, a former Democratic Alabama House member, was convicted of bribery in the gambling corruption trials revolving around Country Crossing.

 

Spicer pleaded guilty in 2011 to accepting bribes from lobbyist Jarrod Massey in exchange for help in passing pro-gambling legislation and steering clients to Massey. Spicer admitted in court to accepting payments of $1,000 to $1,500 per month starting in 2006.

 

Over time, the payments increased to $2,000 to $3,000 per month. Prosecutors said Spicer accepted $9,000 from Massey which he applied toward a down payment for a boat and also accepted a ski vacation from Massey. Massey was also convicted of bribery.

 

Spicer was also accused of soliciting bribes from Country Crossing developer Ronnie Gilley.

 

Authorities released Spicer from prison in October.

Earth Day Bear Creek Cleanup 4/22/17: Despite a chilly and very rainy day over 160 dedicated volunteers arrived at Bear Creek Park and nearly filled a 40 yard dumpster with trash and debris they removed from Bear Creek Park and the shoreline of this historic stream as well as from Bear Creek Elementary School, General John Stricker Middle School, Charlesmont Elementary School and Charlesmont Park totaling over 4 tons!!! This included 355 bags of trash, 5 broken fishing rods, 4 plastic totes, 3 traffic cones, 2 huge Styrofoam blocks (parts from a floating pier), 2 broke baseball bats, a flattened fluorescent traffic barrel, a tire, a cooler, a plastic 55 gallon drum, 2 huger and more, Thank you everyone so very much for all your hard work on such a beautiful day! Our volunteer’s dedication to working toward a cleaner, greener, healthier community and environment is wonderful sight to behold!!!! Thank you everyone so very much for all your incredible hard work under such tough conditions! Our volunteer dedication to working toward a cleaner, greener, healthier community and environment cannot be topped! Thank you so much!!!
