The wall markers certify the distances, and the survey point being used in national planning and compliance. The darker colored cement is the original level height, but more recently another 50 or 60 cm have been added on top: maybe recalculating protection level after melting Arctic ice is projected, or recalculating tsunami effects after having witnessed the 2011 Great East Japan triple disaster of earthquake, tsunami, and nuclear reactor accidents.

The Ferrier Estate, to the North and East of the park, is gradually being demolished and replaced with what will be much nicer looking buildings. I couldn't tell if this is going to displace the current residents or improve their living conditions.
