The URA (Urban Redevelopment Authority) is the city (and thus nation) planning arm of the government. Nothing gets built in Singapore without the governments direct supervision. The URA maintains a registry of authorised architects, for example.
The City Gallery is an exhibition wing of the URA, and it is chock FULL of scale models. Like there were at least 6 of them. I LOVE SCALE MODELS, as you'll see, and I was like "man you guys really love making models of your city, huh".
