There's the funk on the bottom called lees - indigestible particulate matter that is left over by the yeast.
On the top is this sort of scummy stuff that you want to drop the glass end of the siphon through as quickly as possible before it goes so far as to hit the lees.
Because of this, you loose a little bit of each carboy when bottling. We felt pretty good to have as little as this left over from the first batch of pinot noir.
