Shoulder armor I made from aluminum and steel riveted together . I used numbers from old license plates. Padding is foam and leather and they are designed to hang from a shoulder epaulette.

Was it just me that didn't know about this one? Theres a Fallout shelter, apparently under the District Lounge.
