"The 50th anniversary program of the Matsutoyo Kai on November 29th, 2015, at the James Armstrong Theatre in Torrance, will include Japanese traditional and contemporary minyo folk music by approximately 60 students of the Matsutoyo Kai. Their performances will be complemented by Japanese traditional dancers performing in colorful costumes. Several guest artists from Japan will be featured, highlighted by the appearance of special guest singer and recording artist, Shohei Naruse."

About Matsutoyo Sato Sensei: "Matsutoyo Sato studied European music and opera in Japan for 10 years as a child.

FLAC: Need to learn from others' experience on personal insolvency law. - No fee for repro. - Lensmen Photographic Agency
At a conference launched by Minister for Social Protection Joan Burton TD in Dublin this morning, legal rights organisation FLAC is bringing together Irish and international experts to share expertise and offer practical insights on the imminent reform of Ireland's outdated system of personal insolvency law.

The event is examining what the government must do to finally establish a clear and effective system for hard-pressed debtors, tackling such thorny issues as mortgage arrears and moral hazard. Academics, lawyers and economists are devoting the day to producing a range of international and domestic inputs that FLAC believes will improve the impending personal insolvency Bill, due to be published by the end of April.
"Ireland's legal system lacks a comprehensive structure for resolving the chronic indebtedness that has beset so many people arising out of the credit boom and subsequent recession," said Paul Joyce, Senior Policy Advisor with FLAC. "The insolvency scheme presents an opportunity to put this right, but we must learn from the experience of other countries."
"FLAC sees this event as an opportunity to identify trends and developments in international best practice. While the domestic speakers examine the constitutional and economic implications of debt settlement legislation, the international speakers will reveal how other countries have tackled personal debt crises," commented FLAC Director General Noeline Blackwell.
Amongst the issues tackled by US Professor Jason Kilborn in his comprehensive overview of consumer insolvency systems around the world is the topical question of moral hazard. There is also a particular focus on how to fit mortgage debt into a personal insolvency scheme, with the intervention of Norwegian lawyer Egil Rokhaug. Norway suffered a similar housing and personal debt crisis in the early 1990s.Egil drafted Norway's legislation incorporating mortgage debt into out-of-court debt settlement arrangements. In addition consumer rights lawyer Melina Mouzouraki is providing an overview of the new Greek debt adjustment legislation.
"We must urgently correct our failure to legislate in this area - and we must do so in an informed and effective way that redresses the current imbalance of power between creditors and the debtor," concluded Paul Joyce.

Kishore Mahbubani: China and the U.S. must reflect on their long-term interests and cooperate on global issues
On the sidelines of the Credit Suisse China Investment Conference, we spoke to Kishore Mahbubani, Distinguished Fellow of the Asia Research Institute at the National University of Singapore and former President of the United Nations Security Council, about prospects for cooperation between China and the U.S. and why Asian countries need to speak out.
Beijing has said China is willing to work with the U.S. to find ways to cooperate. How do you think the U.S. and China should manage their competition to reach a more cooperative and productive relationship?
Kishore Mahbubani: It's very important for the United States and China to step back and ask themselves: what are the major priorities for their own people? Do their people want to see a confrontation? Or do people want to see an improvement in their lives? That is the key question. If they step back and reflect on their real long-term interests, they will come to a realization that a win-win relationship will ultimately be good for both the peoples of United States and for China

Is there room now for the world’s two superpowers to cooperate on matters of global importance like climate change?
Kishore Mahbubani: Clearly, the one big change when the Biden administration won the election is that they understand the importance of the battle against climate change. And I sincerely hope the Biden administration will realize that you cannot succeed in tackling climate change without China's cooperation. And the only way to get China's cooperation is to compromise on other issues. There have to be trade-offs. And therefore, given the importance of climate change, the U.S. may have to ease pressure on China in other areas.
To what extent can other countries in Asia avoid taking sides in China’s competition with the U.S.?
Kishore Mahbubani: It is important for countries in Asia, especially the 10 ASEAN countries, to speak out more loudly and clearly on the issue of U.S.-China competition. Fortunately, Singapore has done so; the Prime Minister of Singapore has said that Singapore doesn't want to take sides in this competition. That is also the view of the vast majority of other Asian countries. It is important, therefore, for Asian countries to speak out as loudly as they can.
What does the ongoing Russia-Ukraine conflict mean for Asian nations?
Kishore Mahbubani: The Russia-Ukraine conflict hasn't just destabilized Europe and Russia; it has destabilized the entire world. The resulting spike in energy prices has contributed to global inflation and created problems even for far-removed countries like India, which has to now pay much higher energy bills as a result of the Russia-Ukraine conflict. It is in the interests of all Asian countries, especially the two leading Asian countries—China and India, who have tried to stay neutral—and ASEAN countries to now call for peace in Ukraine, because unless you have peace, the world will be destabilized.
To what extent does China’s importance to the global economy limit the U.S.’s ability to contain its rise?
Kishore Mahbubani: China's importance to the global economy does limit the United States’ ability to contain China's rise because one thing that the U.S. is trying to do is to decouple itself from the Chinese economy. China has become hugely integrated with the global economy and does more trade with the rest of the world than the United States does. So if the United States tries to decouple from the Chinese economy, it could effectively be decoupling from much of Asia, and from much of the rest of the world. And since it is not in the United States’ interest to decouple from the rest of the world, this will be a major constraint on America's ability to decouple from China.

China has been around for 5,000 years. The United States has been around for 250 years. And it’s not surprising that a juvenile like the United States would have difficulty dealing with a wiser, older civilization.
So the troubles that the United States is having in dealing with China are perfectly understandable. What the United States doesn’t understand is the longer arc of human history.
There’s a British historian called Angus Maddison who pointed out that if you look at the history of the world over the past 2,000 years, the two largest economies of the world have always been those of China and India. It’s only in the last 200 years that the West took off, Europe in the 19th century and North America in the 20th century. The past 200 years of world history have been a major historical aberration and all aberrations come to a natural end.
It’s perfectly natural to see the West retreat to its normal share of global power. And there are some things in the longer arc of human history that cannot be stopped. So the return of China, and subsequently India, are perfectly natural developments.
Of course it’s perfectly natural for the United States, which has got used to being number one for 130 years since they replaced British in 1819, to feel a sense of entitlement, that they should always be number one in the world.
What the United States lacks in dealing with China is a comprehensive long-term strategy, which is what you need to deal with one of the oldest civilizations on planet earth. This insight actually was given to me by Henry Kissinger
China is not threatening the United States. China is not mounting a military invasion of the United States. China is not sending troops to the U.S. border or naval ships close to United States.
This is the most important point for Americans to learn: China is not threatening American prosperity because American middle class prosperity has been the main engine of China’s economic growth. So if the Chinese destroy American middle class prosperity, they are destroying the main engine of China’s economic growth—and the oldest civilization in the world is not a stupid civilization. It understands that actually American prosperity is a gift to the world and a gift to China.
In this new world that is emerging, the West—including the United States— created a rules-based order that is based on the United Nations system. It’s a system I know well because I was an ambassador to the UN for over 10 years. That rules-based order created by the West is a gift to China and China wants to preserve it and protect it.
So the paradox about the world today is that even though the global rules based order is a gift of the west, China embraces it.
