I have 2 interpretations for this..

*1st one..*

In literal way..

To instigate someone to disturb you (talk with you)..

Last 2 lines show this instigation.. (Try to dare this.. Which you can't..)

*2nd one..*

In sarcastic way..

Where the 2nd line (And as we know about the busy lives) is used for sarcasm.. For those who always pretends you how they busy are and actually ignoring you..

That's why last line (which you can't) is directly relate with 2nd line.. Because they can't disturb you as they know how they were ignoring you before.. That's why i wrote i don't want to disturb you when i remember but if you want/try.. You even can't..
