“I’m optimistic that we can address all of these challenges,” the Governor said in figuring out new and innovative ways to bring down the state’s infant mortality rate from its current 7.5 deaths per 1,000 live births to match or fall below the national average rate of 5.9. Delaware’s infant mortality rate has declined from a high of 9.3 deaths per 1,000 live births in 2005. The Delaware Healthy Mothers and Infants Consortium was created in 2005 to address Delaware’s high rate of infant deaths.

 

“The fact that some segments in our state already have birth outcomes that are better than the national average is a clear indication that we can get there together,” DHSS Secretary Dr. Kara Odom Walker said of the state’s white infant mortality rate that is at 5.1 deaths per 1,000 live births. The black infant mortality rate in Delaware is 12.5. “For the families who experience this terrible nightmare, we can do better,” Secretary Walker said. “That’s what gets me up every day, knowing we can do better.”

 

Lt. Gov. Bethany Hall-Long, a registered nurse, also applauded the progress made to reduce infant mortality in the state, but said the measure is a public health indicator of a state’s overall health.

 

Attorney General Matt Denn said the increasing number of substance-exposed infants in the state indicates that “the opioid crisis is a healthy infants crisis as well.”

 

Kenn Harris of New Haven Healthy Start, one of the summit’s keynote speakers, has devoted his career to child and maternal health after he and his wife lost their second son as a baby. “There is no single fix for this issue of infant mortality … It takes innovation,” he said in encouraging the more than 300 attendees at the Chase Center to listen to and engage their communities. “We have to work on our listening.”

Standup paddlers faced a steady headwind during the second Lake Erie North Shore Standup Saturday, said event founder and coordinator Katherine Balpataky.

“It was consistent … the waves weren’t overly technical, but they kept you on the ball, said Balpataky, who finished third in the 20-kilometre race.

It was the second year for the event, held to support Carolinian Canada’s Lake Erie Coastal Stewardship EcoTrail. The ecotrail highlights natural and cultural treasures of the lake’s 600-kilometre coastline from Essex to Niagara.

The race, which kicked off at Nickel Beach in Port Colborne, also saw five- and 10-kilometre races, said Balpataky.

The stop for the five-kilometre race was at Centennial Beach, and the 10-kilometre race ended at Pleasant Beach. The 20-kilometre race ended on the public beach at Crystal Beach.

“Most people were doing the five-kilometre race,” said Balpataky, adding there were just under 40 racers who signed up and took to the waters, including sponsors Larry and Cathy Boggio.

She said the headwinds, coming east down Lake Erie, would have made things challenging for beginners in the race.

“I just hope no one walked away feeling overly discouraged, given the number of people who didn’t finish the distance they intended to travel. I hope everyone walked away feeling good for just entering a paddle race and having fun on the water,” said Balpataky, who was happy with the day.

Ivan Dimic, who finished the 20-kilometre race first with a time of two hours and forty minutes, said the headwind and a wind from one side caused him to paddle on one side of his board.

“I didn’t alternate strokes, so it was a little tough,” the 53-year-old Toronto resident said.

It was his first time racing in the event; last year he helped Balpataky organize it.

Dimic has been standup paddling for nearly four years and races almost every weekend if he can.

Though most races are less than 10-kilometres in length, with some between 10 and 15-kilometres, Dimic doesn’t mind long ones.

Balpataky said most standup paddle races in Ontario tend to be six to eight-kilometres in length.

But even though the event was a race, she said it was also about getting people on the water to go past a beautiful shoreline view.

“We’ll have people go at a fast pace though.”

Balpataky, Dimic, and 20-kilometre second place finisher Mike Austin, all paddled on racing hulls.

Darryl Austin, owner of Ausmosis Style on Board and race sponsor, said Dimic is a very good racer and the board he used one was a 14-foot racing hull.

“They don’t get any lighter or faster. Ivan was probably going 8.5 km/h out there.”

Austin said Balpataky and Mike Autsin were on 12.6-foot Ausmosis racing hulls, and added racers in the 10-kilometre part of the event, would also have used racing hulls.

Balpataky said a unique guided hike of Marcy’s Woods in Holloway Bay, by the Bert Miller Nature Club, would take place Sunday.

The plan would have health officials meet each June to review which strains of the virus should be included in Covid shots to be deployed no later than September of the same year, according to documents released by the US Food and Drug Administration ahead of the Jan. 26 meeting.

 

Experts from around the world convene annually to make predictions about which flu strains will dominate during the upcoming season and, thus, should be targeted by shots. The FDA is looking for a similar coordinated effort to take place at least as often for Covid shots, one of several changes the agency hopes might help simplify the immunization process and encourage more Americans to stay up to date.

 

Waning immunity from vaccinations and the emergence of new variants every few months has led regulators to recommend variant-targeted boosters, a tactic that so far has been unpopular among Americans and has even split some health experts on costs and benefits. Just weeks after rolling out the updated BA.4 and BA.5 boosters in September, new mutations were rampant. Now, even as the US sees the rise of an immune-evasive variant called XBB.1.5, booster uptake is hovering at about 15%.

 

“Although the use of the bivalent mRNA boosters is supported by the available evidence, their deployment has been associated with significant implementation complexities,” the FDA said. By contrast, CA.3.1 and CH.1.1 subvariants had nearly 2.5-fold lower infectivity than D614G in Calu-3. Next, the team tested neutralization of these emergent subvariants by sera from 14 healthcare workers (HCWs) boosted with a bivalent vaccine after two-to-four doses of monovalent mRNA vaccine.

 

Sera were obtained after a median of 66 days post-bivalent vaccination. CA.3.1, CH.1.1, and XBB.1.5 subvariants showed strong resistance to neutralization by sera relative to BA.4/5, with 4.6 to 17.7 times lower nAb titers than BA.4/5. Interestingly, XBB.1.5 had slightly higher nAb titers than its parent lineage (XBB).

 

Of note, BQ.1.1 showed higher neutralization resistance than any of the XBB subvariants, with 12.8 lower nAb titers than BA.4/5. The CA.3.1 and CH.1.1 subvariants displayed much higher resistance to neutralization by bivalent sera. Next, the neutralization experiments were repeated using sera from HCWs vaccinated thrice with monovalent mRNA vaccines.

 

Samples were obtained after 2-13 weeks post-vaccination. The mean nAb titers of triple-vaccinated sera against SARS-CoV-2 D614 and Omicron (BA.2 and BA.4/5) were up to 5.6-fold lower than those of bivalent sera. nAb titers were markedly reduced for CA.3.1, CH.1.1, and XBB.1.5 subvariants. Overall, the trends of triple-vaccinated sera in neutralizing subvariants were comparable to those of bivalent sera.

 

In addition, the team examined the neutralization resistance of subvariants to sera from individuals infected with BA.4/5. They observed potent and near-complete neutralization resistance for CA.3.1, CH.1.1, and XBB.1.1 subvariants, with 2.6 to 4.1-fold lower nAb titers than BA.4/5. Furthermore, the researchers determined fusogenicity, surface expression, and processing of spike proteins of the subvariants.

 

Reduced syncytia formation was evident for all subvariants relative to D614G. XBB.1 and XBB.1.5 showed no differences in spike fusogenicity compared to XBB. The efficiency of syncytia formation of CA.3.1 and CH.1.1 was lower than BA.2.75.2. XBB subvariants, BQ.1.1, and BA.2.75.2 exhibited higher spike processing than D614G. There were no differences in spike processing for CA.3.1 and CH.1.1 subvariants relative to the parental BA.2.75.2.

 

Finally, homology modeling of XBB lineage spikes complexed with ACE2 or nAbs was performed. The P486 residue in XBB.1.5 was more hydrophobic than the S486 residue in XBB/XBB.1, resulting in favorable interactions with residues in ACE2, which allows better receptor utilization. The residue 486 is a hotspot for class I nAb recognition, and mutations at this site in XBB subvariants completely abolish interactions with the therapeutic mAb, AZD8895. Mutations at K444 and L452 residues found in CA.3.1 and CH.1.1 also affect interactions with class II nAbs.

 

Conclusions

 

Taken together, the findings suggested that bivalent mRNA vaccines induce up to eight times higher nAbs than monovalent vaccines. XBB subvariants, CA.3.1 and CH.1.1, exhibited almost complete escape from neutralization by triple-vaccinated or BA.4/5 infection sera. Moreover, XBB.1.5 did not show enhanced immune evasion relative to BQ.1.1. CA.3.1 and CH.1.1 subvariants consistently showed higher resistance to neutralization than XBB subvariants, warranting continued surveillance and further analyses.

The 53rd annual Bon Odori Festival at Camp Zama was held Aug. 4. The festival is consistently the largest bilateral event of the year for U.S. Army Japan, this year attracting more than 30,000 visitors to the installation. The nighttime views were simply breathtaking, from the enormous trees lit beautifully by the grand lawn to those by the paths heading toward Large Lake and the spectacular “Floating Trees.” The view of the Italian Water Garden Tree Light at night was phenomenal in its brilliance. And furthermore, the rainbow of colors displayed in lights wrapped around the tall tree trunks near the Pierre DuPont House was so exquisitely presented.

The wide variety of flowers and plants at Longwood Gardens are absolutely stunning in all stages and species . . . truly a Garden of Eden for anyone with a deep passion for these gifts of nature. In addition, the architectural designs and structures throughout accentuate the experience, never ceasing to amaze. Situated on over 1,000 acres of magnificent grounds, and with the great influence of the original owner and founder, Pierre du Pont, still evident today, this is widely considered as one of the very finest garden in the world. 14 February 2018 MANILA – Foreign Affairs Secretary Alan Peter S. Cayetano today praised the conclusion of the 2nd meeting of the bilateral consultation mechanism on the South China Sea between Philippine and Chinese delegations as an important step towards resolving ongoing territorial disputes in a manner consistent with the spirit of friendship.

 

“This meeting has become an important step towards resolving ongoing disputes on territory, sovereignty, and sovereignty rights in the West Philippine Sea/South China Sea, however, this bilateral consultation mechanism is also here to strengthen the momentum of cooperation in matters of common interest such as marine environmental protection, coordination between Coast Guards, and the protection of our fishermen, as well the possibility of joint exploration,” Secretary Cayetano said in a statement.

 

Delegations from the Philippines and China met on 13 February 2018 for the 2nd Meeting of the Philippines-China Bilateral Consultation Mechanism on the South China Sea (BCM). Both sides took the opportunity to highlight the exponential improvement in bilateral relations and the many opportunities for growth in various areas of cooperation.

 

The delegations, led by DFA Undersecretary Enrique A. Manalo and Chinese Vice Foreign Minister Kong Xuanyou, also discussed ways to manage and prevent incidents at sea, promote dialogue and cooperation on maritime issues, and enhance mutual trust and confidence.

 

The Philippine side brought up our territorial claims and sovereignty rights issues, and discussed how to manage and prevent incidents on the ground. Both sides expressed their countries’ respective positions on the ongoing territorial disputes. While there are points of disagreement, both delegations are in agreement that the best way forward is to cooperate and properly manage issues of mutual concern and preserve security and stability in the region.

 

Vice Foreign Minister Kong Xuanyou, head of the Chinese delegation, also called on Secretary Cayetano today before flying back to Beijing

 

Secretary Cayetano said that the BCM serves as a venue for the Philippines and China to manage their differences amicably, and to show the world how disputes can be handled in a peaceful manner, and how cooperation and collaboration can benefit the two countries’ peoples despite a complicated and difficult dispute.

 

"The Duterte Administration is unwavering in its commitment to protect our country’s territorial claims and maritime entitlements. Let me also say that we are also of the position that ongoing territorial disputes should be resolved in a manner consistent with the spirit of good neighborly relations and the 1982 UNCLOS," said the Secretary.

 

Pursuant to the strategy of the Duterte administration of “friends to all and enemies to none”, the Secretary said the Philippines engages all countries whether claimant or non-claimant, whether we have a dispute with them or not, and this has led to much mutual trust and confidence and translated into gains in the disputed areas as well as in other areas of cooperation and collaboration.

 

To mention some positive developments in the South China Sea:

 

There is access of our fishermen within the areas in dispute.

There are measures in place for all parties to protect the environment and marine ecosystem in the South China Sea.

There is a commitment by China and all parties not to build on uninhabited features in accordance with the Declaration of Conduct on the South China Sea.

"Let me note that our fishermen are back exercising their livelihood in Scarborough Shoal, and overall, the situation in the greater South China Sea has become more stable than in past years," according to Secretary Cayetano.

 

These warm and friendly relations likewise resulted in tremendous economic benefits for the country, with China lifting the ban on the import of bananas from the Philippines, together with, to date, over $24 Billion worth of assistance, investment, pledges, commercial loans from China, with focus on infrastructure development under the “Build Build Build” program and further increasing economic development in the Philippines.

 

Secretary Cayetano further stressed that there are ongoing talks and continuous diplomatic actions being undertaken to protect the interests of the Philippines in the South China Sea. "Just because we are not in an open shouting match with China, or arguing in public, doesn’t mean that the issues aren’t being dealt with decisively. On the contrary, we are not only exerting efforts but also getting things done," said the Philippines' top diplomat. END

So I contacted a Journalist, Renai LeMay ~ twitter.com/bootload/statuses/850502396 at ZDNet Aus who had direct knowledge of the list (I forget how, I think he helped compile the list with Ross Dawson) to ask why Omnidrive was listed when it appeared to be dead? Took this a few nights ago and for some reason, am really drawn to this shot. I love the imperfect balance that is present in this scene.

I'm consistently fascinated by these cranes, which makes them a great subject for a construction themed week. The size of them towering over everything else is astounding. Plus the weight they can lift boggles the mind (I heard that the beams used to create the new auditorium are 1500 lbs per linear foot!).

 

One my way out of work one day, the sun was hitting the crane just right, as the clouds must have opened up just enough for the sunlight to peak through. I felt this highlight of the machine versus nature made for an interesting image.

 

Used some free software call OnOne Photo Effects free to make some contrast changes that helped make the clouds and lines pop. Then with Aperture messed with the colors to recreate the feeling I had when I was viewing this.

The 53rd annual Bon Odori Festival at Camp Zama was held Aug. 4. The festival is consistently the largest bilateral event of the year for U.S. Army Japan, this year attracting more than 30,000 visitors to the installation. The festival featured live entartainment, games for children, a variety of ethnic foods, bilateral sports, and a fireworks show.

 

About the United States Army Garrison Japan:

 

The United States Army Garrison Japan and its 16 supported installation sites are located in the island of Honshu and Okinawa in Japan. The USAG Japan mission is to support the Headquarters, U.S. Army Japan / I Corps (fwd) to ensure mission readiness and the quality of life of the Army community in a sustainable, transforming joint and combined environment.

 

The USAG-J area of responsibility spans 1,500 miles from north to south of Japan. Camp Zama, home for both HQ USARJ and USAG-J is located approximately 25 miles southwest of Tokyo in the cities of Zama and Sagamihara in Kanagawa Prefecture, Japan. The Camp Zama base cluster includes Sagamihara Housing Area and Sagami General Depot.

 

Akasaka Press Center is located in the center of Tokyo. The Akizuki/Kure area near Hiroshima is an ammunition depot. Yokohama North Dock is a port facility in the city of Yokohama, a major commerce port and a popular shopping area. USAG Torii Station is located 980 miles southwest of Camp Zama on the island of Okinawa.
