UN Women Bangladesh, in collaboration with the Bangladesh Police Women Network, a professional platform of the Bangladesh Police, organized divisional-level consultations on the implementation of its Strategic Plan 2024-2027. Policy dialogue on Incorporating SDG-11 into Chattogram City Development Plan held on 26 January 2019 at Radisson Blue Chattogram Bay View. The aim of the dialogue was to share the findings of the research titled Safe and Sustainable cities: Human securities, migration, and well-being and receive valuable inputs from stakeholders in regards to incorporating SDG-11 (Safe and Sustainable Cities) into the Chattogram City Development Plan or Master Plan. Present were stakeholders from different areas of policy, industry, and academia, as well as city planners and CHT migrants of Chattogram. Mr. Abu Jahed Mohammed Nasir Uddin, Honorable Mayor, Chattogram City Corporation was present as chief guest. The programme was chaired by Mr. Mohammad Abdul Mannan, Divisional Commissioner, Chattogram.

অর্থনৈতিক উন্নয়নে ASSET প্রকল্পের গুরুত্ব
বাংলাদেশ সরকার ও বিশ্বব্যাংকের অর্থায়নে শিক্ষা মন্ত্রণালয়ের কারিগরি ও মাদ্রাসা শিক্ষা বিভাগের অধীন কারিগরি শিক্ষা অধিদপ্তর কর্তৃক বাস্তবায়নাধীন Accelerating and Strengthening Skills for Economic Transformation (ASSET) প্রকল্পটির কার্যক্রম জুলাই, ২০২১ খ্রিঃ হতে ডিসেম্বর, ২০২৬ খ্রিঃ মেয়াদে চলমান। প্রকল্পটির মূল লক্ষ্য হচ্ছে দেশের ও আন্তর্জাতিক শ্রম বাজারের চাহিদার সাথে সামঞ্জস্য রেখে দেশের যুব, শ্রমিক, নারী, প্রতিবন্ধী, অনগ্রসর ও সুবিধাবঞ্চিত ব্যক্তিদের জন্য দক্ষতা বৃদ্ধিমূলক প্রশিক্ষণ প্রদানের মাধ্যমে দেশের বেকারত্ব হ্রাস করে অর্থনৈতিক উন্নয়নকে ত্বরাম্বিত করা। এই লক্ষ্য অর্জনে প্রকল্পটি দেশের মধ্যে অবস্থিত কারিগরি ও স্বাস্থ্য শিক্ষা প্রতিষ্ঠানসমূহের অবকাঠামো শক্তিশালীকরণ এবং শিল্পের চাহিদাভিত্তিক ও যুগোপযোগী দক্ষ জনবল পূরণে সমগ্র দেশের বিভিন্ন কারিগরি ও স্বাস্থ্য শিক্ষা প্রতিষ্ঠানের মাধ্যমে প্রয়োজনীয় দক্ষতা বৃদ্ধিমূলক প্রশিক্ষণ প্রদান করবে।
ASSET প্রকল্প কারিগরি ও স্বাস্থ্য শিক্ষার মান্নোনয়নের জন্য ডিপ্লোমা পর্যায়ের কারিগরি ও স্বাস্থ্য শিক্ষা প্রতিষ্ঠানের গবেষণাগার, শ্রেণিকক্ষ ইত্যাদির আধুনিকায়নের জন্য গ্রান্ট বা মঞ্জুরী প্রদানসহ, শিক্ষক কর্মকর্তাগণের জন্য দেশে-বিদেশে প্রশিক্ষণ প্রদান, শিক্ষার্থীদের জন্য শিক্ষা সহায়ক ডিজিটাল শিক্ষণ যন্ত্র প্রদান, শিক্ষা প্রতিষ্ঠান ও শিল্প-কারখানার মধ্যে সম্পর্ক জোরদারকরণ, শিক্ষার্থীদের হাতে কলমে বাস্তব প্রশিক্ষণের পূর্ণতার জন্য শিল্প-কারখারনার পরিদর্শন, শিক্ষার্থীদের মেধা ও মননের বিকাশের জন্য স্কিলস কম্পিটিশন, বেকারত্বের হার কমানের জন্য চাকুরী মেলা আয়োজনসহ অনেক কার্যক্রম হাতে নিয়েছে। এছাড়ও সংক্ষিপ্ত প্রশিক্ষণ প্রদানকারী প্রতিষ্ঠান, পূর্ব অভিজ্ঞতার সনদায়ন প্রতিষ্ঠান ও এন্টারপ্রাইজ এর জন্য প্রশিক্ষণ কাঁচামাল, যন্ত্রপাতি, প্রশিক্ষক ও প্রশিক্ষণার্থীদের সম্মানী প্রদান ও প্রকল্পের আওতায় শিক্ষক ও কর্মকর্তাগণের প্রশিক্ষণ প্রদানসহ নানাবিধ কার্যক্রম বাস্তবায়ন করা হবে।
দেশের জনশক্তিকে কাজে লাগিয়ে দেশকে অর্থনৈতিক ভাবে সম্মৃদ্ধ করে তুলতে হলে ও দেশকে ২০৪১ সালের মধ্যে উন্নত দেশে পরিণত হতে হলে আমাদেরকে কারিগরি শিক্ষার দিকে বিশেষ গুরুত্ব দিতে হবে। অ্যাকসেলারেটিং অ্যানড স্ট্রেনদেনিং স্কিলস ফর ইকনমিক ট্রান্সফরমেশন (ASSET) প্রকল্পের প্রকল্প পরিচালক (অতিরিক্ত সচিব) জনাব মোঃ মহসিন আজ ১৫ সেপ্টেম্বর ২০২২ (বৃহস্পতিবার) বাংলাদেশ - কোরিয়া টেকনিক্যাল ট্রেনিং সেন্টার, চট্টগ্রামে ASSET প্রকল্প আয়োজিত আঞ্চলিক কর্মশালায় প্রধান অতিথির বক্তব্য রাখেন।
বাংলাদেশের সম্ভাবনাময় যুব সমাজকে যুবশক্তিতে রুপান্তর করার জন্য কারিগিরি শিক্ষা তথা কারিগরি জ্ঞানের কোন বিকল্প নেই। ASSET প্রকল্প এই সব্ভাবনাময় যুব সমাজকে যুব শক্তিতে রুপান্তরকরণের সাথে সংশ্লিষ্ট কারিগরি প্রতিষ্ঠানসমুহের কারিগরি ও আর্থিক সক্ষমতা বৃদ্ধির জন্য কাজ করবে।
প্রকল্পের দাতা সংস্থা বিশ্বব্যাংকের সিনিয়র এডুকেশন ইকোনমিস্ট মিস ইয়োকো নাগাসিমা বলেন বাংলাদেশের জন্মলগ্ন থেকে বাংলাদেশের উন্নয়নের অংশীদার বিশ্ববাংক। ASSET প্রকল্পের সুফল বাংলাদেশের আর্থ সামাজিক উন্নয়নের জন্য গুরত্বপূর্ণ ভমিকা পালন করবে বলে তিনি আশাবাদ ব্যক্ত করেন।
দাতা সংস্থা বিশ্বব্যাংকের ঢাকা প্রতিনিধি ও প্রকল্পের টাস্ক টিম লিডার ড. মোঃ মোখলেসুর রহমান বলেন বাংলাদেশের আর্থ সামাজিক উন্নয়নের জন্য নারীর অংশগ্রহণ নিশ্চিতকরণের জন্য ASSET প্রকল্পের মাধ্যমে বিশ্বব্যাংক বাংলাদেশের পাশে থাকবে। একই সাথে বৈশ্বিক জলবায়ু পরিবর্তনের সাথে তাল মিলিয়ে Green Skills (পরিবেশ বান্ধব দক্ষতা) কারিগরি শিক্ষার উপর গুরুত্ব আরোপ করেন।
পৃথিবীতে অর্থনৈতিকভাবে উন্নত যত দেশ আছে তাদের সবাই কারিগরি ক্ষেত্রে অগ্রগামী। কারিগরি শিক্ষাকে পুঁজি করেই উন্নত বিশ্বের দেশগুলো অর্থনৈতিকভাবে পৃথিবীর সেরা দেশে পরিণত হয়েছে। আমাদেরও প্রয়োজন কারিগরি শিক্ষাকে প্রাধান্য দেয়া তা হলেই আমরাও অর্থনৈতিক সফলতা অর্জনে সফল হব, তিনি যোগ করেন।
দেশ-বিদেশের শ্রমবাজারের বাস্তব চাহিদার সাথে সামঞ্জস্য রেখে কারিগরি শিক্ষার সার্বিক উন্নয়নে গণপ্রজাতন্ত্রী বাংলাদেশ সরকার, বিশ্ব ব্যাংক এবং কানাডার আর্থিক সহায়তায় শিক্ষা মন্ত্রণালয়ের কারিগরি ও মাদ্রাসা শিক্ষা বিভাগের অধীণ কারিগরি শিক্ষা অধিদপ্তরের আওতায় বাস্তবায়ন করছে।
কর্মশালায় আরও উপস্থিত ছিলেন প্রকল্পের অতিরিক্ত প্রকল্প পরিচালক (উপসচিব) জনাব মোঃ আব্দুর রহিম। তিনি প্রকল্পের উপর বিশদ আলোচনা করেন।
