400 South has an on-ramp to southbound I-15, but only for the Express Lanes. Looking north on 500 West at 400 South.
This sign likely dates from before 2006, when the lane in question was carpool-only (hence the diamond at the top). The lanes are now HOT lanes and are marked with "Express Pass" in place of the diamond.
