On Global Open Day on UNSCR 1325, calls for men to champion and support women’s participation in politics and in decision-making

 

Basra, 01 November 2017 – The United Nations Assistance Mission for Iraq (UNAMI), jointly with UNWOMEN and in coordination with the Implementation and Follow Up National Reconciliation Committee (IFNRC) of the Office of Iraq’s Prime Minister, held a consultative forum with women leaders and members of the Basra, Muthanna, Thi Qar and Missan Provincial Councils in Basra on 01 November 2017 with the focus on strengthening women’s political participation. This is the fourth such meeting within the context of observing the Global Open Day and the 17th Anniversary of UN Security Council resolution 1325.

 

As in the previous consultative meetings that were held in Karbala, Baghdad and Erbil in October, the participants in Basra echoed the similar concerns by women leaders across the country. They noted the retrogression of women’s participation in Iraq’s politics. They urged UNAMI and UNWOMEN to engage male champions to support women’s participation and to also press the heads of political blocs and political leaders to act in support of women issues.

 

In her intervention, Ms. Yusra Naji, member of Missan Provincial Council, decried male political leaders for marginalizing women. “The Iraqi society is male dominated, women are not invited to negotiations, they have no political rights, they are not represented in the Presidency, the Council of Representatives presidency, there are only two women Ministers, yet there is no legislation preventing women from occupying these high level positions,” Ms. Naji said.

 

Ms. Zahra al-Bachari Member of Basra Provincial Council, noted that “men can help lead the charge with women in enacting legislation that promotes women’s rights, repealing laws and policies that discriminate against women and limit opportunities. She further added: “Women should be promoted to leadership positions as we are observing the upcoming elections of both Provincial and Council of representatives, elections we aim to have more women represented in decision-making positions.”

 

Special Representative of the Secretary-General (SRSG) for Iraq Ján Kubiš, in remarks delivered by UNAMI Director of Political Affairs, Manoj Mathew, reiterated that Gender balance in Iraqi politics can only be achieved if political leaders could work side by side with women to share responsibility of breaking cultural norms and practices as well as institutional, structural and legal barriers that hinder women’s equal and meaningful political participation.

 

“We need male champions, proactive work by male champions, in partnership with women is necessary to establish an environment that empowers women’s political participation at all levels of governance and decision-making.”

 

“For the historic settlement and reconciliation to succeed it must be inclusive. This is critically important for the unity and stability of the country and peaceful coexistence amongst all citizens, components and minorities. Women – and youth - must be critical agents of such positive change, in building a new post-Daesh Iraq, in shaping the future of the country for the generations to come,” the SRSG’s statement said.

 

Mr. Kubiš acknowledged the efforts of the Cross-Sector Task Force on the implementation of the Iraq National Action Plan on 1325, while stressing that “it is time to strengthen the implementation of the participation pillar of the Iraqi National Action Plan on the Security Council Resolution 1325 which reaffirms the important role of women in the prevention and resolution of conflicts.”

 

UNAMI Gender Advisor, Ms. Mmabatlharo Dihemo, emphasized that political leaders can support the advancement of women in decision-making bodies by advocating for temporary special measures, promoting women to leadership roles and ensuring woman have equal career development opportunities.

 

UN WOMEN Representative in Iraq, Ms. Dina Zorba, commended the government, civil society, and national and international partners for continued commitment to UNSCR 1325. Ms. Zorba urged the government to work to ensure gender issues are incorporated in all democratization and nation-building agendas, and called on the UN, the government, and the International Community to continue to advocate for and protect the rights of women and girls.Ms. Zorba emphasized UN commitment to refocusing its work around women’s political participation at all levels.

 

In the context of marking the 17th Anniversary of UN SCR 1325 and the Global Open Day, UNAMI and UN WOMEN also organized in Karbala capacity-building training on Basic Mediation and Negotiation skills for women leaders, Provincial Council members and civil society representative from Karbala, Wassit, Najaf and Diwaniya, (9-12 October). A similar training was organised for women leaders and activists, members of Provincial Councils, district and sub-district councils from Basra, Missan, Thi Qar and Muthana (29 October-1 November). Both training programmes were jointly organised and funded by UNAMI and UN WOMEN under the UN Department of Political Affairs (DPA) and UNWOMEN gender and mediation strategy.

About 100 people responsible for ADB-financed projects from 37 countries are attending the Fourth Capacity Building Forum on Successful Project Design and Implementation at ADB headquarters in Manila. In his welcome remarks on 23 October 2018, President Nakao said that successful projects are the shared responsibility of ADB and executing and implementing agencies. He outlined six areas where ADB collaborates with agencies to improve ADB projects.

Sirius Academy, sponsored by Hull College, moved into its new 1,450 capacity building in September 2011. The Academy also has additional capacity for up to 200 16 – 19 year olds staying on/supported into post-16 learning.

 

The school is co-located with the secondary phases of Ganton Special School and the Education Service for Hearing and Vision.

 

The primary phases of these special schools will make up part of the West Hull Learning Village which is planned to open in 2012.

 

Balfour Beatty began construction of this scheme in October 2010, it was designed by AEDAS Architects and cost £48.5 million.

Over 20 librarians took part in the EIFL Public Library Innovation Programme (EIFL-PLIP) training in Uganda. The training, from February 2 - 6 2015, was organized in partnership with Maendeleo Foundation and National Library of Uganda. The venue was Maendeleo Foundation's Advanced Training Centre in Mukono, a town about 23 kilometres to the east of Kampala, Uganda's capital city. Panama’s dynamic economy and its positive outlook for future growth are threatened as much by the probability of severe impact of natural events as by international economic forces. The Panamanian government is working to reduce the risk of natural hazards and reduce recovery time through capacity building and improved risk management, and by using CAPRA. The Technical Assistance Project (TAP) in David, important regional center and one of Panama’s most vulnerable cities is informing current and future land use planning to mitigate seismic risk.

British High Commission organized the Capacity Building workshop in North Eastern states of India at Sanskriti, SVD House in Guwahati, 31 October and 2 November 2015. The workshop was funded from the Bilateral Programme budget, which included 50 participants from all over North-East. The Government of Azerbaijan, the US Agency for International Development and the UN Development Programme in Azerbaijan officially opened a Women Resource Center and a SYSLAB Employment Center in Masalli region of Azerbaijan on Thursday. These centers were established in the framework of the joint project on “Economic Empowerment for Enterpreneurship and Employment” which is implemented in partnership with the Ministry of Labour and Social Protection of the Population and the State Committee for Family, Women and Children Affairs. Both centers are located in the Massali Haydar Aliyev Center and are supported by the Executive Authority of Masalli.

 

Opening the ceremony, the Deputy Minister of Labour and Social Protection of the Population, Mr. Idris Isayev thanked the development partners on behalf of the Government of Azerbaijan for an initiative that will benefit both local communities and the whole region of the country.

Ms. Sadagat Gahramova, Deputy Chairperson of State Committee of Family, Women and Children Affairs, appreciated the continuation of supports provided to rural women to launch businesses of their dreams and expressed the readiness of the Committee for further collaboration.

 

UNDP Resident Representative, Mr. Ghulam M. Isaczai stressed the importance of women’s roles in socio-economic life and active youth participation for inclusive and sustainable development, especially in the rural areas of the country. “This partnership between the Government of Azerbaijan, USAID and UNDP helps women and youth improve their lives in a meaningful way by opening their own businesses, starting successful careers matching their aspirations, and by gaining control over their lives. This is equally important for both women and youth, who are often more vulnerable and susceptible to life’s challenges. By helping them, we are helping the future of this beautiful country.” Mr. Isaczai said in his speech.

 

Mr. Isaczai expressed his appreciation to the Head of Executive Authority of Masalli, Mr. Rafil Huseynov and the government partners for successful collaboration with the project team. “This event proves the stout commitment of all parties to one and the same mission, shared globally and locally – the Sustainable Development Goals.” he added.

 

Mr. Carter Wilbur, Economic Chief at the U.S. Embassy emphasized that by advancing women’s participation in the economy, it contributes to a stronger society. “By improving the capability of Employment Centers in Masalli to provide work related training, we enhance the ability of women and youth in this community not just to work, but also to innovate, to develop, and to act on new ideas in business and the workplace.”

 

The delegation met with project participants to hear how they benefited from the project and awarded with certificates the women who have launched their business under the project and the youth who had already found a job during the project cycle. They later visited a newly established ASAN center and the ASAN Support to Family Business (ABAD) in Masalli.

The purpose of the joint project on “Economic Empowerment for Enterpreneurship and Employment” is to support economic empowerment for women’s entrepreneurship and youth employment through capacity-building activities at a Women’s Resource Center and Employment Centers (SYSLAB) in the region.
