During the eighth meeting of the U.S. Department of Labor’s Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities, DHSS Secretary Rita Landgraf participated as member of the Capacity Building Subcommittee, discussed updates from other subcommittees and heard public testimony from a Pathways to Careers Panel. Secretary Landgraf is one of 17 members chosen from more than 280 nominations nationwide. The advisory committee is made up self-advocates, providers of employment services, national disability advocacy organizations, national employment community, others with expertise in advancing employment opportunities, and federal officials. The advisory committee will make a final report to U.S. Labor Secretary Thomas Perez in September.
During the April 27-28 meetings in Washington, the advisory committee heard from Deputy Labor Secretary Christopher P. Lu, who thanked members for their voluntary service and for the progress they have made on their recommendations.
The U.S. Advisory Committee is a key provision of the Workforce Innovation and Opportunity Act (WIOA), signed into law by President Obama in July 2014. The committee will advise U.S. Labor Secretary Perez on ways to increase competitive integrated employment opportunities for individuals with significant disabilities.
Gary Green, who is a fabrication production worker at Zero Manufacturing in North Salt Lake, Utah, benefits from those increased opportunities. “I sand the boxes,” he said. His supervisor, Connie Warren, said, “He and his productivity are missed today at work.” For 40 years, Gary worked at a sheltered workshop in Utah. Pathways to Careers, a project of the Institute for Economic Empowerment at SourceAmerica, has employment pilots in four cities: Clearfield, Utah; Detroit; Boston and Fairfax, Va. Through a process called “expanded discovery,” the Utah pilot matched things that Gary likes to do with a potential employment position. Gary, who loves working with his hands, working with wood, and at a repetitive task, became a customized woodworker at Zero Manufacturing.
Mike Callahan, president of Marc Gold Associates, and Therese Fimian, senior resource manager for SourceAmerica, said they proved that people with significant disabilities can work in community employment. “We cracked the code on employment by combining supported employment with customized employment,” Callahan said. Callahan said SourceAmerica looks for the “goodness of fit.”
