The Squirrel Tree Frog, Hyla squirella, is a small frog 1 to 1.5. Usually a muddy, yellow green. Highly variable, even on a single individual. A chameleon-like property allows this frog to change colors and patterns rapidly. While extreme changes in color can indicate stress or illness, changing shades of colors is a normal and natural process for these frogs. Part of these variations in color are an indicator of mood changes, and part of them are a means of camouflage for their protection. The name comes from the noise it makes similar to squirrel chatter.

i found an app that was able to translate this sign. turns out it's a radiohead song used as a hidden message from the fine folks at BART.
