The 2G Spectrum Scandal is one of the biggest in history of independent India. The report of the Comptroller and Auditor General has put the estimate of loss to the exchequer at a whooping Rs.1,76,000 crores. This money is nearly double of what is required to provide food security to all Indians. Or, for that matter, to ensure education for all, it is estimated by the National Institute for Educational Planning and Administration (NlEPA) to cost Rs 34,000 crore annually for the next five years. This is less than what has been looted in this 2G spectrum scam. The scam accounts for nearly six times of the health budget proposed for this year. Even after things have come out in the open. the shameless Congress Party ond its leaders are trying their best to confuse the public by saying that the losses are only presumptive and not actual losses!! It is important that we understand the actual story behind the scandal. .
What is the 2G Spectrum Scam? .
2G Spectrum means the bandwidth necessary to operate mobile phone services. It is therefore a rare national asset. The sale of any such asset through a 'first come first served' basis is itself inexplicable. The correct procedure should have been an auction of the spectrum. The license fee for the sale was also based on 2001 pric·e, which is completely unjustified given the large growth in telecom sector in the country. .
Both these issues were not addressed despite objections from various departments of the government including the Prime Minister himself. The CAG report clearly says that in formulating the pricing poHcy, the Department of Telecom bypassed or ignored the concerns of the Telecom Commission, Ministry of Finance, Ministry of Law and Justice and also the Prime Minister. The decision on pricing policy was never brought for review in front of the Cabinet or Group of .
Ministers as well. .
Even its own poHcy of First Come First Served basis was not followed by the DoT properly. The CAG report notes .
this. All applications submitted between March 2007 to 25th September 2007 were issued Letter of Intents (lois} on .
one single day, viz. 1Oth January 2008. A notice was issued through a press release giving less than an hour to .
coJJect the same. This decision to issue Lo1s simultaneously to all applicants was taken at the level of the Minister . As per .
the FCFS policy being followed, those who were issued Lois were given 15 days to fulfill the conditions. This included .
submission of a Performance Bank Guarantee (PBG) and a Financial Bank Guarantee (FBG). By changing the FCFS .
criteria, some licensees, who could proactively anticipate such procedural changes, were ready with the Demand .

clear that all these decisions were taken to benefit private companies in violation of al rules and procedures. .

than what was paid to the government The deal between UAE's telecom operator Etisalat and a Bombay-based builder's .
Swan Telecom has brought out the magnitude of largesse being doled out. Swan Telecom bought a license for 13 circles .
along with the necessary 2G spectrum for a paltry Rs 1,537 crore. Subsequently. it had sold 45 per cent of its stake to .
Etisalat for $900 million without putting up any infrastructure, let alone starting operations. This, therefore, was the market .
price for the spectrum at around $ 2 billion, as against the price of $300 million SWAN paid. With the present exchange rate, .
this would mean that Swan had got a value 5.9 times of what it had paid just eight months earlier in January 2008 without .
having spent a single paisa in operationalising its license. The government has actually got only one-sixth of what it .
should have got, had it gone through a fresh auction route -a loss of Rs 4,500 crore to the exchequer. It is .
'interesting to note that the email address of Swan Telecom was shown as that of a Reliance ADA group official. So it .
Is possible that companies like Reliance created fictitious proxies and later appropriated the spectrum themselves. .
Crony Capitalism at its worst .
The 2G Spectrum scandal has once again brought to fore the crony capitalism that is thriving in India and the world under the garb of free market and globalization. Big capitalists are being given away national resources for a song which in turn is helping them reap huge profits and earn applauds from those who cannot see anything else but surging profits and growth rates. And what is more important is these national resources are being diverted or denied to the toiling masses and the needy by the government. The increasing nexus between bourgeois parties and big corporates has seen people rise to positions where they can manipulate rules and pay back those who help them through huge amounts of money. It is indeed a watershed that the Supreme Court has even questioned the conduct of the Prime Minister in this matter, noticing his silence and inaction in bringing the guilty to justice. Unllke those whipping up frenzy about the undoubted honesty and integrity of the PM, the matter is different. When in a constitutional position it is not enough to just stick to one's honest or may be even austere lifestyle. It is equally important to challenge and tackle those who seek to undennine the interests of the nation and its people. The PM has definitely failed in this regard. It is important that the people of India unite and mount pressure on the government to bring the guilty to book and also recover the losses in the 2G Spectrum .

I don't know the official stats, but judging by the pool water we got almost 2 inches of rain in less than an hour. It poured buckets and flooded the backyard. The power was out for over 3 hours as an extra bonus. Now it's sunny and 85 out!
