Rule #6: Never apologize — Its a sign of weakness.
A rule used more often than the others, but finally given a number in 7x12 'Flesh and Blood' during a great Gibbs/DiNozzo moment. The first person to use that phrase was John Wayne in, "She Wore a Yellow Ribbon." "Never apologize, mister, it. It's a sign of weakness." — In the episode 3x23 'Hiatus Part-1' DiNozzo explains to NCIS Director, Jenny Shepard, that Gibbs took this one from "The Duke himself."

One of Gibbs' Rules that has not been strictly followed is Rule #6, "Never apologize. It's a sign of weakness." Another is Rule #3, "Never be unreachable." Gibbs often leaves his cell phone behind when he does not want to be reached. Gibbs' Rule #6 is "Never apologize — It's a sign of weakness," however Gibbs has made at least six exceptions to Rule #6:
1. His apology to Kate for being late to her funeral.
2. His apology to McGee for not backing him up when he was interrogated
(and arrested) by the DC Metro Police.
3. His apology to Franks because of his amnesia.
4. His apology to Ducky following his return from Mexico.
5. His apology to Joann for not being able to protect Shannon and Kelly.
6. His apology to Abby in the Season 7 Finale, Rule Fifty-One.
Rule #51: Sometimes — You're Wrong! 7x24 'Rule Fifty-One'
Season 7 — Rule #44, Rule #45, Rule #51: Gibbs mentioned Rule #44 In episode 7x23 'Patriot Down' when sending a warning to Mike Franks, explained in the Season Finale as, "First things first. Hide the women and children." Rule #51, "Sometimes — You're wrong," was given during the Season 7 NCIS Finale 7x24 'Rule Fifty-One' and Rule #45 was mentioned without an explanation.
Season 8 — Rule #5, Rule #16, Rule #35: After a long wait, two new rules were introduced in 8x22 'Baltimore' an episode that finally revealed how Anthony DiNozzo became an NCIS agent. Rule #35, "Always watch the watchers" and Rule #5, "You don't waste good" …Gibbs' mentions Rule #5 and tells Tony, "You're good." Later, In the Season 8 Finale, Tony mentions Gibbs' Rule #16 to E.J. Barrett, "If someone thinks they have the upper-hand …break it!."

"This listing is for an original photograph in paper folder with original broadside for JOHN GILL LEMMON. This was made in 1908 when he died. He was noted as a SINCERE FRIEND, REVERENT EVOLUTIONIST, BOTANIST, AUTHOR, FOREST LOVER, PATRIOT. Lemmon was an Active Volunteer in the 4th Michigan Cavalry, Co., E., In 36 Engagements, Wounded, Captured; Suffered 6 months in Andersonviell and Florence Prison Pens. 51/2x81/2" broadside; 63/4x11" folder; 61/4x41/4" sight size of photograph. From the interent: John Gill ("J.G.") Lemmon (January 2, 1831 or 1832, Lima, Michigan – November 24, 1908 Oakland, California) was an American botanist and Civil War veteran and former prisoner of Andersonville. He was married to fellow botanist, Sara Plummer Lemmon, and the two jointly cataloged numerous western and desert plants. Lemmon was born in Lima, Michigan, on January 2,[1] in 1831 or 1832,[2] to William Lemmon and Amila Hudson Lemmon, a descendant of Henry Hudson the explorer.[2] He was a schoolteacher for eight years, before attending the University of Michigan.[1] He enlisted in the Union Army in June, 1862, and was involved in numerous engagements in the American Civil War.[1] In August, 1864, Lemmon was captured by the Confederates,[2] and subsequently held as a prisoner of war in the Florence prison and the notorious Andersonville prison.[1][3] After being freed on March 1, 1865, he moved to Sierraville, California, to stay with family while he recuperated.[1] He returned to teaching, and acquired an interest in botany.[1] Lemmon began corresponding with Henry Bolander at the California Academy of Sciences and Asa Gray at Harvard University, as he identified more hitherto uncataloged plants.[1] Eventually, he became known as "the botanist of the West". While visiting Santa Barbara on a collecting and lecture expedition, Lemmon met Sara Plummer, a transplanted East Coast artist and intellectual who had also developed an interest in botany.[1] The two corresponded for several years, marrying in 1880.[1] They took a "botanical wedding trip" to Arizona in 1881, cataloging many desert and mountain plants, and climbed to the peak of the mountain they christened Mount Lemmon, after Sara, the first European-descended woman to make that ascent. On their return, they continued their botanical activities, ultimately establishing the Lemmon Herbarium, now part of UC Berkeley's University and Jepson Herbaria.[1] J.G. and Sara lived and established their herbarium at No. 5985 Telegraph Avenue.[2] From 1888 to 1892, J.G. also served as the state botanist for the California State Board of Forestry.[1] J.G. died November 24, 1908, in Oakland, California, preceding Sara in death by 15 years.[1] He and Sara are buried at Mountain View Cemetery, in Oakland, Plot Section 46.[4]"
