Southeast Oregon is part of the Great Basin and includes many of the same dry lakes. None of the lakes or rivers in the Great Basin drain to the ocean so the dry lake beds tend to collect the minerals that have eroded from the rocks upstream and become very alkali (high pH) and salty. According to Wikipedia an alkali is 'a basic, ionic salt of an alkali metal or alkaline earth metal element' and thus these dry lake basins are also called salt flats. Anyway, that's about all I have in me for the educational component...
The material in this basin was light, fluffy, and several inches deep. Before we arrived the wind was whipping across the playa blowing it all into the air. Fortunately the wind died down before we went out there; I wouldn't want to breath this stuff!
