Some of it is free-flowing water and some of it is ice. Kent Falls in winter 2012. This is only the very bottom of the falls. It goes up (or down depending on your perspective) over a series of steps for 250' vertically. The public approach is from the bottom of the falls that you see here and goes up for a 1/4 mile to the top.
