Refuge staff, staff and contractor with the Federal Highway Administration, Coos County Road Department, Pacific Power, and Frontier Communications met on site to discuss the undergrounding of the North Bank Lane power lines and phone/cable along the Fahys Creek and Redd Creek grade raise areas. The meeting held on May 2nd, 2011 marked the initiation of Phase III, the final phase of the tidal marsh restoration project.

The new embassy project will have the utilities buried underground. This is for both protection and for aesthetics. As mentioned previously, the soils at the new embassy location are very poor and OBO is concerned that the pipes and conduits as well as the buildings will settle over time. To address this concern the project uses underground piles to support both the buildings and the utilities. The utilities are pipes for drinking water, water for fire sprinkler systems, water for irrigation, rain water, sewage, and fuel for generators. The utilities also includes conduit for communications and electrical power. These utilities are connect the buildings together and the utilities are all placed on concrete structures supported by underground piles.
