The Traders serves as the defacto headquarters for the UN, UNICEF, WHO and I'm sure a few others. The cars in this picture are part of the Red Cross/Red Crescent from another hotel across the street.

Before Patch 7 it was really hard to make the tunnels and bridges go through the mountain but thanks to them I was able to make a crazy maze of roads!
No traffic but city is still under 30K.
