This is one end of Istiklal Street, a shopping and entertainment district in the "New District". It was just a couple days before countrywide municipal elections and I think these riot police were out because of that and since there was a small march going on. It was a little disconcerting to see riot police and their big nasty-looking guns out on the streets a few different times. Most people didn't pay any attention to them though.
