When the Yarn is in the neutral position and there are equal loops on the top and bottom needle you are ready to move to the next step. It is recommended that you cast on a few extra stitches to keep things tidier. Those extras will disappear in a couple steps.
For this demo we are actually casting on 6 total stitches.

From the neutral position after casting a stitch onto the top needle, pass the working yarn down and around the bottom needle.
The working yarn will always move down and around the bottom needle from the neutral position.
Here we have the top needle's stitches which were just knit resting on the cable. Both ends of the bottom needle have been picked up and we are knitting through the back loop of the three stitches here so we don't end up with any twisted stitches to give away our "seam" location.
