Ward underscores America’s commitment to advance security, stability and peace in Africa

WASHINGTON, D.C. – Gen. William E. “Kip” Ward, commander of U.S. Africa Command, on Wednesday told a gathering of senior military leaders from 32 nations across the African continent that America is committed to forming and maintaining partnerships that advance security, stability and peace in Africa.
“We want to listen, we want to learn from your perspectives and we want to be a partner in collaborating to address the challenges you face,” Ward said. “You are our partners and I respect all of you.”
The senior African military leaders gathered for the inaugural African Land Forces Summit for five days of discussions about ways they can form stronger relationships among themselves and with the United States to protect borders, fight extremist groups and collaborate on humanitarian assistance and peace keeping missions.
The summit is sponsored by U.S. Army Africa, which was created last year as a service component command under USAFRICOM.
“We intend for this first African Land Forces Summit to be just the beginning of many more to come where we can gather on a regular basis to share ideas,” Ward said. “We want to ensure the programs and activities we conduct on the continent of Africa are helpful in building your military capacity in ways that support your regional and national interest.”
The best way for the United States military to do that, Ward said, is to listen and respond to the concerns of African military leaders.
“You have seen over the past few years how we do business. Not dictating to you. Not directing you,” Ward said. “But listening to you and then doing our best to do those things you have asked us to do. What you say matters. I hope this summit is proving that to you.”

"Georgia is Europe" - this was the opening message of the Prime Minister's speech, who considers that Georgia's history is linked forever to Europe's.
" Of course, it is not enough simply to say it to make it happen. We understand this, which is why Georgians are dedicated to doing all that is required-and more-to become a full member of the European Union. I am certain you will agree that our progress is impressive. I am pleased to confirm that Georgia is making steady progress in implementing the Association Agreement and the Deep and Comprehensive Free Trade Agreement. The Agreement represents our roadmap for reforms in the economy, the environment, energy, industry, transport, consumer protection, and many other areas. We have already overhauled our legal and electoral systems aggressively. We have fulfilled all visa liberalization requirements, according to the European Commission and the European Parliament. Moreover, we met and applied many of the Agreement's provisions even before the agreement officially entered into force on July 1st,"- Prime Minister indicated.
According to him, Georgia is deadly serious about Georgia becoming full member of the EU. He welcomed the European Council's decision two weeks ago to convene a special meeting in Slovakia in mid-September to review the future of European integration.
"We urge EU members to understand that Georgia's commitment to Europe represents not a new problem for the EU to solve but a visible demonstration of everything right with the Union. Georgia does not mean more injury to the EU. Rather, it is a useful tourniquet to injury occurring elsewhere. It is hard for us to imagine a better advertisement for defending our unique European values than Georgia's passionate desire to share them wholly.
Ladies and gentlemen, this is not the time for the EU to turn inward, to become consumed by injuries to our body while ignoring its vibrant healthy parts. We very much hope, therefore, that the process of admitting Georgia will be concluded at the earliest possible opportunity," - Giorgi Kvirikashvili stated.
Head of the Government also elaborated on the NATO Warsaw Summit results. He outlined that Georgia's place is among NATO's most active members. He emphasized Georgia's contribution to the cause of strengthening international peace and noted that Georgia will spare no effort on its path to its Euro-Atlantic integration.
Prime Minister highlighted Georgian reform agenda and importance of holding fair and free environment for the October elections.
" This October Georgia is moving towards legislative elections, which the polls suggest will be highly contested. We have conducted successful free Presidential and local elections, and we will complete the circle with the legislative elections,"-Prime Minister stated.
Giorgi Kvirikashvili also elaborated on regional developments as well as Georgia's leading positions in region and situation in the occupied territories.
"These developments are particularly alarming in Georgia's Abkhazia and South Ossetia - given the absence of any international monitoring on the ground. The EUMM is denied access to the occupied territories and thus cannot fulfill its mandate. We must, therefore, redouble our efforts to restore a comprehensive OSCE presence in Georgia," - Prime Minister stated.
Pursuant to Giorgi Kvirikashvili, Georgia will continue our efforts to restore confidence, promote reconciliation and consolidate Georgian, Abkhazian and Ossetian, as well as other ethnic societies in one country.
He also presented his vision on future of Europe.
"This is kind of Europe we want to see: Europe that is open, tolerant and relevant to citizens; Europe that is self-confident and embraces technological change to promote economic growth; Europe without walls or barriers; Europe that can increasingly take care of its own security and be a provider of peace and stability in the world. In other words, we want to see united and free Europe," - Prime Minister stated.

Volume1 of the current series on Genome Dynamics and Stability identified Genome Integrity as the non plus ultra requirement for cellular life. Whether it is extracellular viral genomes, cellular prokaryotic or eukaryotic genomes, the integrity of genomes is the precondition for all life. This criterion is reflected in the underlying biochemical DNA/RNA metabolism processes,mainly represented by DNA/RNA replication/transcription and DNA repair. We now present the second book of this series. It deals with Recombination and Meiosis: Crossing-Over and Disjunction. It will soon be accompanied by a third book, likewise dealing with recombination and meiosis, but focusing a little more on theory–practice coupled approaches. The title of the third book will be: Recombination and Meiosis: Models,Means and Evolution. When cells, during evolution, assembled into multi- cellular aggregates – a phenomenon we have to accept as a fact of complex life that has happened more than once – many of the most basic genome-maintenance factors were reshaped by Darwinian selectional forces. To be sure, long before the emergence of multicellular organisms, cyclic mechanisms became established to combine two haploid genomes and to reduce the diploid genome back to haploid ones. Yet, the relative abundance of haploid versus diploid stages remained highly variable. After billions of years of unicellular evolution, within a lineage stemming froma diploid protist with gametic meiosis, the origin of modern metazoans began in a (pre)cambrian diversification (i.e.explosion) to multicellular diversity where selectional forces always had a broad spectrum of molecular factors, phenomena and mechanisms to act upon. Among the molecular and cellular key processes making multicellular complexity possible were i) the potentially immortal germline from which somatic cells differentiate and ii) meiosis to precisely half the number of chromosomes established in the zygote. The differentiation of gametes into resourceful, immobile eggs and highly motile sperm cells probably developed very early in the metazoan lineage. In a certain, evolutionarily meaningful, way the animal body can be considered the germ cells’ most successful means of being nourished and disseminated. As a cytogenetic phenomenon preceding gametogenesis, where homologous chromosomes undergo programmed crossing over and recombination, meiosis has been known since the early days of the chromosome theory of inheritance, but only more recently have the underlying molecular processes become accessible. The present book focuses on crossing over between and disjunction of chromosomesduring themeiotic cell cycle. The first chapter is an introductory overview written by Richard Egel, the initiator of this twin-volume edition; this synopsis covers the scope of both accompanying books. The second chapter by Jos´e Suja and Julio Rufas deals with the highly condensed cores of mitotic and meiotic chromosomes, their supramolecular structures and the involved segregation processes. Written by these leading specialists on visualizing the core structures by silver staining, it presents the current view on the relationship between the chromatid cores and the synaptonemal complex lateral elements, DNA topoisomerase IIα, and the glue between individual chromosomes, i.e. condensin and cohesin complexes, is assessed. The third chapter is written by Koichi Tanaka andYoshinori Watanabe. It represents pioneering work in unraveling the molecular systems of chromatid cohesion. We are here confronted with key questions as to how mono-oriented sister kinetochores attach to microtubules, each to only one cellularpole, and how sisterchromatids separate during meiosis I, while homologs remain paired until their segregation in meiosis II. The centrally important key proteins are presented. The fourth chapter is written by another pioneer, Scott Keeney, who discovered the DNA double-strand break (DSB) initiating Spo11 protein in yeast and the mechanism involved in how chromosomes initiate programmed recombination during meiosis by means of this archaeal-like topoisomerase. The fifth chapter by Sonam Mehrotra, Scott Hawley and Kim McKim deals with Drosophila as ametazoan model organism providing molecular, genetic and cytological details on how meiotic pairing and synapsis can proceed independently of programmed DSBs in DNA.Further, it elucidates the relationship of DSB formation to synapsis,how crossovers are determined and formed, and the role of chromosome structure in regulating DSB formation and repair, including specialized pairing sites. The chapter by Terry Ashley deals with recombination nodules in mammalian meiotic chromosomes and the dynamics of shifting protein compositions, while cytological structures remain nearly constant. The seventh chapter by Celia May, Tim Slingsby and Sir Alec Jeffreys exploits the human HapMap project to shed light on recombinational hotspots in human chromosomes during meiosis. The eighth chapter by Haris Kokotas, Maria Grigoriadou and Michael Petersen reviews our current understanding of human chromosomal abnormalities, as caused by meiotic nondisjuction, using Trisomy21 as a case study. While metazoans dominate the chapters sofar–with some recourse to yeasts – plants represent another multicellular kingdom of life. In the ninth chapter Gareth Jones and Chris Franklin focus on botany’s most prominent modelsystem, i.e. Arabidopsis thaliana. It reviews meiotic recombination, chromosome organization and progression in this model plant, which of course, stands in for the key role of plants in agricultural production. Finally, Livia P´erez-Hidalgo, Sergio Moreno and Christina Martin-Castellanos link the meiotic program to modified aspects of mitotic cellcycle control. Itreviews how mitotic regulators adapt or are co-opted to the functional necessities of the meiotic program, paying particular attention to meiosis-specific factors whose functions are essential for meiosis. This comparative review is rooted in the pioneering cell-cycle studies on baker’s yeast (Saccharomyces cerevisiae) and fission yeast (Schizosaccharomyces pombe), from where it extends to mammalian gametogenesis and other multicellular eukaryotes. A similar range of model studies has also applied to the scope of the chapter by Tanaka and Watanabe and the review of Scott Keeney. Following the contents table of this book, the list of forthcoming chapter titles in the accompanying volume is included in advance. In fact, as some of the individual chapters had been published online first, before the editorial decision to divide the printed edition into two books was taken, the preliminary cross-references had not yet accounted for the split. Ward underscores America’s commitment to advance security, stability and peace in Africa

WASHINGTON, D.C. – Gen. William E. “Kip” Ward, commander of U.S. Africa Command, on Wednesday told a gathering of senior military leaders from 32 nations across the African continent that America is committed to forming and maintaining partnerships that advance security, stability and peace in Africa.
“We want to listen, we want to learn from your perspectives and we want to be a partner in collaborating to address the challenges you face,” Ward said. “You are our partners and I respect all of you.”
The senior African military leaders gathered for the inaugural African Land Forces Summit for five days of discussions about ways they can form stronger relationships among themselves and with the United States to protect borders, fight extremist groups and collaborate on humanitarian assistance and peace keeping missions.
The summit is sponsored by U.S. Army Africa, which was created last year as a service component command under USAFRICOM.
“We intend for this first African Land Forces Summit to be just the beginning of many more to come where we can gather on a regular basis to share ideas,” Ward said. “We want to ensure the programs and activities we conduct on the continent of Africa are helpful in building your military capacity in ways that support your regional and national interest.”
The best way for the United States military to do that, Ward said, is to listen and respond to the concerns of African military leaders.
“You have seen over the past few years how we do business. Not dictating to you. Not directing you,” Ward said. “But listening to you and then doing our best to do those things you have asked us to do. What you say matters. I hope this summit is proving that to you.”

Premier Danielle Smith has named her new cabinet, a team dedicated to building on a solid foundation of stability, informed decision-making and good governance.
The 25 members of cabinet, a decrease from the previous 27, includes a mix of experienced and new ministers who represent Alberta’s diversity. As a team, they will govern for all Albertans and work to ensure Alberta realizes its full potential.

Cabinet members will work collaboratively to accomplish the work that Albertans voted for, including continuing to grow and diversify the economy, keeping life affordable, reforming the health care system, tackling crime, providing help for those struggling and defending Alberta’s interests.
French aviation pioneer Robert Esnault-Pelterie continuously modified and improved his early monoplanes. He started obviously with the R.E.P 1 followed by the R.E.P 2, which is seen here according to the marking on the tail section. It maybe that the R.E.P 2 was a completely new machine but it could also be an R.E.P 1 in modified form. As things go there was also an R.E.P 2bis, according to the marking on the tail section, but here the story ends although there are given existing pictures more modifications of the design. Surely the new versions followed each other in such quick succession that identifying the different versions lost its purpose.
The version seen here (R.E.P 2) has a large vertical fin, probably to improve stability. This view also shows there is a small stabilizing 'wing' fixed to the underside of the fuselage just at the same position as the wing. Maybe also a trial to improve the stability.

The crew consists of five men, two lifting the tail holding on to the elkevator, one each holds the wing and one pulls in the front, using as a grip the four-bladed propeller. The landing gear is very original, a sort of tandem design, two wheels underneath the fuselage and to wheels at the wing tips. It maybe that the crew during the landing run was waiting and ran to catch the wing. These wing wheels may have been only in emergencies.

Georgia is the regional leader in terms of investment attractiveness and stability. Georgia has created one of the best investment environments with effective state services, a corruption-free state, and a free, fair, and open business environment, as evidenced by various ratings by international organizations, and our positions continue to improve. Making a case for investing in Georgia becomes increasingly easy for several reasons. First, investing in Georgia requires little legal hassle and normative adjustment. Georgia's Deep and Comprehensive Free Trade Area Agreement with the EU, signed in 2014, is of particular importance to us, as it envisions the gradual economic integration of Georgia with the EU's internal market. DCFTA has already brought about tangible results-Georgia's export into the EU has increased by 15% in 2016, while the export of some products, such as hazelnuts, copper, or mineral oils, has even doubled and tripled. This year, Georgia is starting to export to the EU a new product, honey, which is expected to become the leading product from Georgia, along with wine, hazelnuts, and blueberries. Secondly, Georgia, together with Azerbaijan, is a window to a number of markets, including the economies of Central Asia and the Far East. In this respect, we provide physical access through modern transport infrastructure and normative access in terms of free trade agreements. Specifically, we have already finalized negotiations and Georgia will be the first country in the region to have a Free Trade Agreement with China. We also have in place FTA agreements with the CIS countries, Turkey, and GSP regimes with the United States, Canada and Japan and plan to launch negotiations with India this year. Thanks to a liberal trade regime, low taxes, and our strategic location, Georgia has become a new regional frontier for investment opportunities. Thirdly, Georgia offers one of the best business environments in the world, which improves year on year. The Government of Georgia is currently implementing a 4-Point Reform Plan in four key sectors: 1) Bettering the country's business environment (tax legislation, tax administration reform, and promotion of entrepreneurship),
2) Measures seeking to increase governance transparency and inclusiveness,
3) Development of the country's infrastructure (highways and railroads, existing and new ports, transport and logistics hubs-Georgia, together with Azerbaijan and Turkey, is developing the Baku-Tbilisi-Kars railroad, which will launch its operations this year), and
4) higher education reform. Under the reforms above, the startup support program is one of the key initiatives. In July 2016, Startup Georgia, a venture financing program, was announced. The project is implemented by Georgia's Innovation and Technology Agency and the Partnership Fund. Over 720 applications with innovative business ideas have been submitted under the program. As part of the project's hi-tech component, the Government, together with experts from the Silicon Valley, US, reviewed and shortlisted the 20 most effective and far-reaching startups. When it comes to a pro-business regulatory framework, Georgia has a world class outlook as a business destination. Georgia ranks 16 in the world - out of 190 countries, according to the World Bank's 2017 Ease of Doing Business index, thus improving its positions by 7 points compared to 23rd place in 2015. On the 2017 Index of Economic Freedom, Georgia placed 13th in the world, and 5th in Europe. Georgia today makes a case for investment in heavy and light manufacturing, as well as services. With high-speed trains, new road systems, and the future port near Anaklia, the only deep-sea port on the Eastern side of the Black Sea which sits on the shortest route from China to Europe that will operate year-round-we will not merely provide access to markets, but will create markets.
One major recent achievement, which will come into force tomorrow, is visa waiver for Georgia's citizens recently approved by the EU. We hope that it will help simplify people-to-people contacts and enhance business opportunities between Georgia and the EU. We certainly hope that similar opportunities will open up soon for our friends, Ukraine's citizens. We are convinced that deeper trade, economic, and transport cooperation within GUAM will have a positive impact on the further development of and reforms in our economies, ultimately to bring tangible results to our entrepreneurs and societies as a whole.
In this context, we welcome the signing of two documents, one on improving the functioning of the GUAM Free Trade Area and the other on enhancing the competitiveness of the GUAM Transport Corridor.

Afghan National Army and police attended the Regional Command-West transfer of authority April 4 in Herat. RC-W, which is an Italian-led command, welcomed Brig. Gen.
