OK, I think this photo gives me more to go on.
There is a scout master in the door of the car to the left.
I think this photo and its companion were taken when a train stopped in Great Bend, Kansas, to pick up local scouts on the way to a larger scout gathering.
Based on the styles in the other photo, I'd place this in the second and third decades of the last century.
I haven't done this for quite a while, so I thought I would now there are 55 in the list.
