These are Chinese story characters.
In the story a girl falls in love with a scarcrow.... Whatever floats your boat
Couldn't resist.....saw these guys spaced out every 100 feet or so at a park beneath the Bluewater Bridge in Sarnia.
I assume they are to detract geese which cause us humans to GooseStep around their most plentiful droppings.
