Secretary Walker provided the welcome via video May 18 at the Delaware Telehealth Roundtable in Dover. “I am a firm believer that care can be better delivered by telehealth, especially for specialty care and for those who are underserved in many areas of our state,” said Dr. Walker, a board-certified family physician. DHSS uses telepsychiatry for on-call duty; the Delaware Psychiatric Center is developing a program that would allow residents to see clients via telemedicine in Kent and Sussex counties; and Medicaid began covering telehealth services in 2012. In 2016, 1,326 Medicaid clients received telehealth services, which generated more than 4,500 claims.
As part of the roundtable, the Delaware Telehealth Coalition honored three people for their support in expanding the use of telehealth in Delaware: Rep. Bryon Short was honored for his support of a bill that requires private insurers to cover health care delivered via telehealth the same way they would cover in-person health services; Lt. Gov. Bethany Hall-Long was honored for her support of telehealth legislation and promoting the services as a member of the nursing faculty at UD; and former DHSS Secretary Rita Landgraf was honored for listening to the community about the need for telehealth, growing telehealth at DHSS and with providers across the state, covering telehealth services through Medicaid beginning in 2012, embracing telepsychiatry, and creating a telehealth program at DHSS that is part of the Office of the Secretary.
