A Vietnam War safe conduct pass in my collection.
According to SGM Herbert A. Friedman:
"The United States and its allies dropped over 50 billion leaflets on Vietnam. Many of them were safe conduct passes.
During the Vietnam War, the United States produced a series of safe conduct passes depicting the flag of the Republic of (South) Vietnam with other allied flags, to encourage defection of Viet Cong and North Vietnamese troops. The passes and leaflets were produced under the jurisdiction of the Joint United States Public Affairs Office (JUSPAO)
The main Allied operation using such PSYOP in Vietnam was the Chieu Hoi program. It is usually translated as "Open arms." It is a combination of two verbs, "to welcome" and "to return." The program was first started by President Ngo Dinh Diem in 1963. Diem believed that a defector who willingly came over to the government side was more valuable that one who is taken prisoner. He encouraged the Allies to drop billions of leaflets offering amnesty to those who might rally to the government. In 1969, over 47,000 Viet Cong deserted. During the length of the war, about 160,000 enemy soldiers voluntarily came over to the Government of (South) Vietnam.
The United States began the aerial bombing and leafleting of Vietnam of North Vietnam in 1964, following the Gulf of Tonkin incident. Two South Vietnamese leaders are identified on the leaflets. Nguyen Cao Ky headed a military junta that assumed control in June 1965 following a series of short-lived military regimes that operated after the fall of long-time President Ngo Dinh Diem in November 1963. Nguyen Van Thieu was elected president in 1967. The process of American withdrawal and their replacement with Vietnamese troops ("Vietnamization") began in July 1969. As the American and South Vietnamese position worsened, a cease-fire was negotiated in Paris in January 1973, but it was never implemented. Saigon fell to the North Vietnamese on 30 April 1975.
(This) variety bears the signature and photograph of Nguyen Van Thieu. The leaflet was developed in January 1968. Nguyen Van Thieu was born on 5 April 1923, in the province of Ninh Thuan. As a young man, he briefly helped the Viet Minh fight the French colonial powers in his native province. He attended the National Military Academy in Hue and joined the French-backed Vietnamese army fighting the Viet Minh. By 1963 he was chief of staff of the Armed Forces of South Vietnam. During the confusion of the mid-1960s, when South Vietnam was wracked by coups, General Thieu became commander of the military region embracing the Mekong Delta. In June 1965, Thieu was appointed chairman of a 10-member military directorate. From there it was a short step to the presidency. He was elected in 1967, and presided over the country for eight years of the war. As the North Vietnamese armies moved south in greater numbers Thieu appealed to President Nixon for more financial aid. Nixon was sympathetic but the United States Congress was not and the move was blocked. Starved of funds, Thieu had difficulty paying the wages of his large army and desertion became a major problem. With the fall of the government to the Communist armies he fled to Taiwan in April, 1975. He died in September 2001 in Boston."

In 1967, the Air Force completed an exhaustive search for an improved observation aircraft to replace the aging O-1 aircraft used by Forward Air Controllers in Vietnam. Already on the production line, the Cessna 337 Super-Skymaster was a popular twin-engine, four-seat general aviation aircraft with a unique push-pull design. Engines mounted on the forward and rear of the fuselage gave the C-337 the extra power and reliability of two engines while retaining the advantage of centerline thrust and a high wing, making it an excellent platform for observation missions. Minor alterations, the installation of a gun sight, under-wing pylons, a smoke generator; glass panels in the lower starboard door and a loud speaker for psychological warfare and the C-337 was transformed into the inexpensive and versatile O-2 Skymaster.
Skymasters were widely used for reconnaissance, target identification, damage assessment and air to ground coordination. Several O-2 aircraft were equipped with three 600 Watt amplified speakers and leaflet pods for psychological warfare operations. In-service modifications gave some O-2s the capability to carry light weapons, such as rockets, bombs and mini-guns.
The museums 0-2B serial number 67-21465, was manufactured by Cessna Aircraft, Wichita, KS, and delivered to the USAF on 18 Jan 1967. It was the 26th 0-2B off the assembly line out of only 31 produced. 67-21465 was used for psychological warfare operations, dropping leaflets with many different messages, some instructional, but mostly warnings of impeding defoliation flights or exhortations to enemy troops to lay down their arms. O-2 67-21465 was also equipped with a 300 lb 1800 watt amplified speaker system. Particularly effective, the O-2s engaged in psychological warfare operations were frequent targets for enemy ground fire.

AFB, AL, the museum's O-2B has the following history:
O-2A, s/n 67-21465, was manufactured by Cessna Aircraft, Wichita, KS, and

aircraft was actually built as an 0-2A s/n 33700505, but was later reconverted

New “al-Qaeda in Iraq” Boogieman: Abu al-Masri

No sooner did the corporate media parade gruesome photos of the freshly killed Abu Musab al-Zarqawi, or the person we are expected to believe was al-Zarqawi, then it set about arranging his successor, as evil Muslim boogiemen must remain front and center in the forever war against manufactured terrorism. “An Egyptian associate of Abu Musab al-Zarqawi claims to have succeeded him as the new leader of Al Qaeda in Iraq, even though an Islamic Web site said Monday that another man was in power,” reports the Bush Ministry of Scary Campfire Stories, Fox News division. “Brig. Gen. Carter Ham said at a Pentagon news conference on Wednesday that Abu al-Masri, whose name surfaced shortly after reports of Zarqawi’s death became widespread as a successor, had claimed to be in charge of Al Qaeda in Iraq.” In short, the covert op pseudo-gang “al-Qaeda in Iraq” needs a new face, as the demonization of the resistance must continue.
According to Maj. Gen. William Caldwell, “If you had to pick somebody” as the probable new boogieman, it would be Abu al-Masri. Caldwell did not bother to tell us who would do the picking but this is of course a no-brainer—the picking was accomplished in the PSYOP unit at the Pentagon. Several candidates were bantered around the corporate media prior to al-Masri’s selection: most notably Abu Abdul-Rahman al-Iraqi, pegged as an “al-Qaeda” leader or “emir” (since he is dead, al-Iraqi was quickly removed from the candidate list) and Abdullah Rashid al-Baghdadi, who we are told is sort of the CEO of the Iraqi resistance (the Mujahedeen Shura Council). Obviously, for the Pentagon, al-Masri has the most attractive skillset and thus he was appointed. Now it is up to the corporate media to build him up, probably only to eventually tear him down, as al-Zarqawi (or rather his stand-in) was torn down with the help of a couple 500lb bombs.
As is usually the case when the organizational chart is shuffled, a bit of tweaking is in order. “We think that Abu Ayyub al-Masri is in fact, probably, Abu Hamza al-Muhajir [the immigrant]. They are probably one and the same,” Caldwell admitted. “Al Qaeda in Iraq’s new leader is more violent than his predecessor,” warns the Arabic daily Asharq al-Awsat. “No one gets appointed to this position without having earned the group’s trust and gained fighting experience. Perhaps Abu Hamza had traveled to Afghanistan or Bosnia to fight, or he took up armed resistance after the US military invaded Iraq. He might have carried out a number of operations famous throughout the organization,” Dr. Hani al Sibai, head of al-Maqrizi Center in London, told the newspaper.
Abu Hamza al-Muhajir’s CV fits the profile. If he did indeed travel “to Afghanistan or Bosnia to fight,” he is surely an intel asset, as both operations were run by the CIA and a smattering of other intelligence services. Although the corporate media suffers from an allergic reaction to the truth and prefers official fairy tales, it is a well-documented fact the Clinton administration, under the sway of then CIA director-designate Anthony Lake working out of the National Security Council, “helped turn Bosnia into a militant Islamic base,” thus leading to the recruitment of thousands of Mujahideen from the Muslim world, a repeat of the CIA’s Afghan operation a decade before, a fact revealed in a generally ignored congressional press release. “The evidence presented in Brendan O’Neill’s article [How we trained al-Qa’eda] in the case of Bosnia confirms that Al Qaeda is not an ‘outside enemy’ but rather a creation of the US military-intelligence apparatus. The same pattern of collaboration between the US military (and indeed NATO) and the Islamic brigades was replicated in Kosovo (1995-99) and Macedonia (2000-2001),” notes Global Research. As the CIA and Pentagon are not wont to discard successful operations—and the CIA has boasted its Afghan operation was the most successful in its long and sordid history—we can assume with a large degree of accuracy the pattern was replicated in Iraq.
Even though Hamza al-Muhajir, as his name suggests, hails from outside of Iraq, it appears the PSYOP micromanagers in the Pentagon are in the process of domesticating “al-Qaeda in Iraq,” thus attempting to taint the entire resistance as criminals of the al-Zarqawi stripe.
Eben Kaplan, a CFR “research associate,” explains:
Al-Qaeda in Iraq was already in the midst of a steady transformation at the time of Zarqawi’s death. The group was initially composed primarily of foreign fighters, but over the last several months it has begun to incorporate many more native fighters in hopes of creating an indigenous home base. “We can no longer talk about a foreign-born al-Qaeda in Iraq,” [Fawaz Gerges, a Middle East expert at Sarah Lawrence College] says. Part of the reason for this shift was many of Zarqawi’s foreign-born lieutenants had been killed off and his ability to gain new recruits was diminishing. If speculation that al-Muhajir is a foreigner is correct, it runs somewhat against this trend. As Gerges explains, “Even if you have a foreign-born leader, the rank and file of al-Qaeda in Iraq is becoming more Iraqi.”
In other words, as the premier globalist organization informs us, the “rank and file” of the Iraqi resistance is indistinguishable from “al-Qaeda.” Of course, the Pentagon has worked long and hard to make this so, or at least make the impression so in the minds of Americans, who need to be inculcated with all manner of fantastical nonsense about the Iraqi resistance. It is Job One for the neocon-infested Pentagon to hitch the Iraqi resistance to “al-Qaeda” and thus the attack on America, never mind there is not a shred of evidence “al-Qaeda” had anything to do with the latter event, that is unless you think “inside job” when the word “al-Qaeda” is mentioned.
Death of a useful demon
Zarqawi's death is good news. But for the White House, which used him to falsely link Saddam and al-Qaida, it's too late.

June 9, 2006 | The first day following the death of Abu Musab al-Zarqawi was much like the days that preceded his elimination. Bombings in Baghdad killed at least 40 people, illustrating what military and intelligence experts already know: The al-Qaida affiliate led by the late and unlamented terrorist represents only a fraction of the Iraqi insurgency.
That may be why President Bush welcomed the elimination of Zarqawi with unusually measured, low-key language, rather than the hyperbole that might once have been expected from the White House. Exhibiting pictures of the Jordanian thug's corpse may bolster American credibility among Iraqis, many of whom had regarded him as a propaganda creation until now; but as the president noted, the violence is certain to continue without him.
Still, with the Bush administration so starved for optimistic news from the war front as Election Day approaches, Republicans will surely be tempted to inflate this incident's significance. As the Note, an ABC News Web site, suggested in a column headlined "June Surprise," the immediate aftermath of Zarqawi's demise "could not be better politically even if General Rove had directed the operation. You are watching the rollout of a serious PR plan." The ABC political unit further indicated that the White House anticipates not only a "bounce" for Bush but a chance to rehabilitate the unpopular war as well.
But the Republicans would be wise to follow the president's lead, because the likelihood of lasting political benefit from Zarqawi's removal is small. By building up the terrorist leader, the administration has increased the expectations regarding the effect of his elimination, just as it did with Saddam Hussein. And those unrealistic expectations are sure to be disappointed. That is why Bush and other administration figures are now correctly trying, a bit tardily, to reduce those expectations.
To whatever degree Zarqawi was militarily powerful, there is no doubt that he became the symbol of the insurgency in the public mind, not only in Iraq but also in the United States. Indeed, his was the only name associated here with the insurgency -- a legacy of the misleading way Zarqawi was used by the White House at the outset of the war.
Like so many other aspects of this conflict, Zarqawi was used for political purposes that were then mishandled in a way that became lethal for Americans and Iraqis. He first achieved wide notoriety in early 2003, as the Bush administration's drive to war with Iraq entered its final and most intense period. According to then-Secretary of State Colin Powell, our intelligence had established his presence in 2002 at a camp in northern Iraq run by Ansar al-Islam, a Kurdish Islamist guerrilla organization loosely associated with al-Qaida. Powell's description was meant to encourage the misguided notion that Saddam Hussein was cooperating closely with Osama bin Laden, but that was far from clear. In fact, the Ansar camp, where Powell said that poison weapons were being manufactured, was well north of the Iraqi zone controlled by Saddam's forces.
That story established Zarqawi's value as a harbinger of evil -- and a token of the alleged connections between Iraq and al-Qaida. The lingering question raised by that story was why -- if the United States knew where Zarqawi was and what he was doing -- our forces didn't simply take him and his comrades in the Ansar guerrilla camp out with a missile strike or a daisy-cutter bomb. The apparent answer was that the terrorist leader was more useful alive than dead. But letting him live was worse than regrettable, since he reportedly went on to command and commit a number of the insurgency's most horrific crimes, from the videotaped executions of Americans to the bombing of the U.N. offices in Baghdad.
Now the victims of those atrocities attributed to him -- including the great U.N. diplomat Sergio Vieira de Mello -- have been avenged. Certainly that is to be applauded, as are the American and Iraqi troops who finally got their man. But it is also worth asking who else might profit from the death of this demonized killer.
The truth about Zarqawi, insofar as it can be determined, seems to be considerably more complicated than the convenient myth. As Anthony Cordesman of the Center for Strategic and International Studies observes today, the Jordanian and his foreign-born followers had many enemies among the native nationalists in the Iraqi insurgent movement. Many insurgents viewed Zarqawi as an extremist both in his ultra-Islamist ideology and his strategy of targeting Shiite Muslims to foment civil war -- and they differed more fundamentally in their goals. Most of the insurgents, while Islamist in orientation, see their main objective as ejecting the American occupation. For al-Qaida, however, Iraq is only a staging area for a broader regional war against a long list of adversaries that includes the United States, the Saudi royal family and Israel.
For the past year, according to an exhaustive study by the International Crisis Group, tensions among the dozens of identifiable insurgent brigades have been muted. But the native nationalists have long resented Zarqawi, believing that his barbaric behavior and sectarian strategy gave them a bad name. We must hope that his destruction will cripple the insurgency and encourage the Sunni minority to negotiate rather than fight. But it is more likely that the insurgents will fight on -- and that many of them have welcomed the removal of the stain he represented.

William Jackson Phagan was born on November 17, 1854, in Hall, Georgia, his mother, Ruth, was 24. He married Angelena "Jelena" O'Shields on February 18, 1872, in Hall, Georgia.
William Jackson Phagan and Angelina O'Shields Phagan, made their home in Acworth, Georgia. Their land off Mars Mill Road was also home to their children: William Joshua, Haney McMellon, Charles Joseph, Reuben Egbert, John Marshall, George Nelson, Lizzie Mary Etta, John Harvell, Mattie Louise, Billie Arthur, and Dora Ruth. Two other children had died during childbirth. "These children grew up to be very close to one another. Their father, W.J., believed that that was what the family unit was meant to be: by depending on each other and furthering their education, he was sure, the Phagans would get far ahead in the world. "The eldest son, William Joshua, loved the land and farmed with his father. On December 27, 1891, he married Fannie Benton. The Reverend J.D. Fuller presided over the Holy Bans of Matrimony for them in Cobb County, Georgia. W.J. gave them a portion of the land and a home of their own, and Fannie and William Joshua farmed the land together. They, too, became successful farmers.
"Around 1895, W.J. moved the family to Florence, Alabama. William Joshua and Fannie, now with two young children, Benjamin Franklin and 011ie Mae, moved with them. "The family's new home, purchased from General Coffee, had been a hospital during the War Between the States. The house needed extensive renovation, but posed no financial burden on the family. W.J., Angelina, and their children lived in the main house; the young couple's new home was not far away. "The years in Alabama were good for them, especially for William Joshua and Fannie. They had two more children, Charles Bryan and William Joshua, Jr. They continued to farm the land. "In February of 1899, William Joshua Phagan died of measles. Fannie, who was then six months pregnant, was left with their four young children. She was devastated but kept her courage up: she knew the child she was carrying could be in danger.
On June 1, Mary Anne Phagan was born to Fannie in Florence, Alabama. "Fannie remained in Alabama long enough for her and her baby daughter to gain their strength. Then she moved her family back home to Georgia, where she planned to live with her widowed mother, Mrs. Nannie Benton, and her brother, Rell Benton."
W.J. Phagan moved his family back to Georgia as well. The death of his eldest son so bereaved him that the family could no longer remain in Alabama. He purchased a log home and land on Powder Springs Road in Marietta. W.J. also provided Fannie with a home for her and her five children to live in. He saw to it that they had no hardships. "About 1907 the last of the Phagan family left Alabama and returned to Georgia. Reuben Egbert and his family moved back to their native state and remained there for the rest of their lives. W.J. kept an eye on all his children and his grandchildren, and by 1910 had all of them nearby him, as well as financially secure, in Marietta. "
He died on November 20, 1914, in Marietta, Georgia, at the age of 60, and was buried there.

Old Orgun, Afghanistan -Sergeant Martin Morales from the 345th Tactical Psyops Company Airborne battalion enjoys the opening ceremony of the newly built school in Old Orgun in Afghanistan's Paktia province. The 96th Civil Affairs battalion assisted the Afghan government in the building and supervision of the school project. This school is the first school built in this province in 700 years the school will be opened to boys and girls. The soldiers stationed at Camp Harriman are working to improve quality of life for local Afghans while continuing to seek out Al Qaeda and Taliban. In support of Operation Enduring Freedom.

The Lockheed EC-130 is a modified C-130 Hercules used to conduct psychological operations (PSYOP) and civil affairs broadcast missions in the standard AM, FM, HF, TV and military communications bands. Missions are flown at the maximum altitudes possible to ensure optimum propagation patterns. The EC-130 flies during either day or night scenarios with equal success, and is air-refuelable. A typical mission consists of a single-ship orbit which is offset from the desired target audience. The targets may be either military or civilian personnel. The Commando Solo is operated exclusively by the 193d Special Operations Wing, which is based at the Harrisburg International Airport in Middletown, Pennsylvania.
Other EC-130 variants include ABCCC and Compass Call. The ABCCC is an Airborne Battlefield Command and Control Center used as an airborne command post. Last, but not least, Compass Call is an airborne communications jamming platform. It was used extensively in the Gulf War disrupting Iraqi communications at both the strategic and tactical levels.
For 30 years, from December 1963 to August 1993, the US Navy EC-130Q kept silent watch over America. For almost 20 years they flew non-stop 24 hours a day, 7 days a week "Just in Case".
The Lockheed EC-130Q is capable of communicating with submerged submarines.
The 309th Aerospace Maintenance and Regeneration Group (AMARG), often called The Boneyard, is a United States Air Force aircraft storage and maintenance facility in Tucson, Arizona, located on Davis-Monthan Air Force Base. AMARG was previously Aerospace Maintenance and Regeneration Center, AMARC, and before that the Military Aircraft Storage and Disposal Center, MASDC.
It takes care of more than 4,400 aircraft, including 700 F-4 Phantom IIs, whose total original purchase price is estimated at $27 billion. An Air Force Material Command unit, the group is under the command of the 309th Maintenance Wing of Hill Air Force Base, Utah. AMARG was originally meant to store excess Department of Defense and Coast Guard aircraft, but has in recent years been designated the sole repository of out-of-service aircraft from all branches of the US government.
