Jardin de Cactus
Cesar Manrique was well known for his projects based around the natural form and history of Lanzarote, and the Jardin de Cactus is his monument to this range of plants that thrive so well in their natural state on the island.
The garden is a very peaceful place to spend an hour or so, and is located near the twon of Guatiza, most famous for its past production of cochineal for the dyeing industry, made from the cochineal beetle which in turn feeds on the thousands of cactus plants growing in the fields around the town. The harvesting of cochineal was once big business on Lanzarote, before the advent of more modern aniline dyes.
Within the Jardin de Cactus there are in excess of 10,000 cacti from an estimated 1,400 different species. These have been garnered from all over the USA and surrounding islands, and from Madagascar, as well as from the Canary Islands.
The garden also has a small restaurant and souvenir shop, and is a good final point in a sightseeing day in the north of Lanzarote.
The cactus garden is laid out within a pit in the ground that dates back to 1850. The farmers at that time excavated the pit for its volcanic stone that was then taken to the growing fields, where it was used to prevent crops and their roots from drying out. There are now nearly 10,000 cactus plants within the garden, and over 1,400 species of cactus are represented. Many have been imported from America and Mexico, as well as Madagascar and other Canary islands.

Le Bureau des Nations Unies pour l’Afrique de l’Ouest et le Sahel (UNOWAS), en partenariat avec l’Organisation des Nations Unies pour l’Education, la Science et la Culture (UNESCO) et le Département Fédéral des Affaires Etrangères (DFAE) de la Suisse, a organisé à Dakar un séminaire du 12 au 14 juin sur : « Le rôle des journalistes et des médias dans la prévention de la violence, et de l’extrémisme violent en Afrique de l’Ouest et au Sahel ».
Ce séminaire a fait suite aux recommandations de la conférence, organisée par UNOWAS, en partenariat avec l’Institut International de la paix (IPI) et le Département Fédéral des Affaires Etrangères (DFAE) à Dakar, les 27 et 28 juin 2016, sur le thème : « Investir dans la paix et prévenir la violence en Afrique de l'Ouest et au Sahel : Conversations autour du Plan d’Action du Secrétaire général des Nations Unies», ainsi qu’à celles des 2èmes Conversations régionales suivantes, qui se sont tenues à N’Djamena les 31 mai et 1er juin 2017, et qui ont mis toutes deux en exergue l’important rôle que peuvent jouer les médias et les journalistes pour la prévention de la violence et de l'extrémisme violent, ainsi que dans la sensibilisation de l’opinion publique à la paix et pour la mise en valeur d’initiatives concrètes et alternatives à la violence. Il s’est aussi appuyé sur des initiatives déjà initiées par l’UNESCO en matière de promotion de l’éducation au journalisme et d’une culture de la paix.
Le séminaire qui s’est tenu sur trois jours, avait pour objectif d’aider les journalistes et les médias, notamment ceux des radios communautaires et de la presse en ligne, à contribuer activement à la prévention de la violence et de l’extrémisme violent. La trentaine de journalistes et responsables des médias en provenance d’une quinzaine de pays d’Afrique de l’Ouest et centrale, avaient été ciblés spécifiquement en raison de la portée significative de la radio communautaire qui utilise les langues locales, et du rôle central que la presse en ligne peut jouer dans la prévention de l'extrémisme violent et des discours de haine souvent diffusés en ligne
Le Représentant spécial du Secrétaire général des Nations Unies pour l’Afrique de l’Ouest et le Sahel (UNOWAS), tout comme l’Ambassadeur de la Suisse au Sénégal, le Directeur Régional de l’UNESCO, le représentant du Ministre de la Culture et de la Communication du Sénégal, ainsi que le Ministre de l’Information, de la communication et de l’infrastructure de la Gambie, invité d’honneur du séminaire, ont unanimement rappelé lors de la cérémonie d’ouverture, l’importance de la prévention et la nécessité d’impliquer les acteurs majeurs comme les médias et les journalistes pour mieux informer l’opinion publique sur le phénomène de l’extrémisme violent, pour contribuer à une compréhension des multiples causes qui conduisent à la violence, et surtout, pour inviter tout un chacun à considérer et à s’engager dans des initiatives concrètes qui offrent des alternatives à la violence. Les discussions, qui ont pris pour point de départ la situation de l'extrémisme violent en Afrique de l'Ouest et dans le Sahel, ont porté sur le rôle des journalistes et des médias dans l'adoption de nouvelles approches pour renforcer la prévention d de l’extrémisme violent. Les participants ont aussi abordé la question des moyens et des capacités, nécessaires selon eux, pour que les journalistes puissent contribuer efficacement à la prévention.
Il s’agissait également d’insister sur le rôle que les médias et les journalistes peuvent et doivent jouer pour rappeler que l’extrémisme violent n’apparaît pas comme une action unilatérale, mais dans un environnement qui peut y conduire. Les revendications légitimes de citoyens souhaitant participer à la vie publique doivent pouvoir trouver les espaces nécessaires à leur expression par un dialogue démocratique et participatif, plutôt que par la violence.
Le séminaire a aussi rappelé l’importance, pour les journalistes et les médias, de communiquer entre eux et d’interagir avec d’autres acteurs tels que les gouvernements, les forces de défense et de sécurité, la société civile, afin d’engager un processus de compréhension mutuelle des rôles respectifs de chacun, et d’encourager aussi une approche conjointe de prévention.
Les participants se sont mis d’accord pour adopter une Charte de bonnes pratiques dont l’objectif est d’encourager les journalistes et les médias en Afrique de l’Ouest et au Sahel d’utiliser et mettre en place ces bonnes pratiques qui peuvent renforcer la prévention contre l’extrémisme violent. Le séminaire a aussi proposé de mettre en place un « Forum régional de journalistes et de médias », afin de mobiliser davantage les acteurs de ce secteur dans la mise en œuvre du Plan d’action de l’UNSG sur la prévention de la violence et l’extrémisme, par la promotion du dialogue, des droits humains, de l’état de droit et de la bonne gouvernance.
Un rapport de cette rencontre, contenant les diverses approches discutées, et les recommandations, ainsi que le mesures prises fera l’objet prochainement d’une communication de la part des organisateurs.

A dialogue on preventing extremism in the Eastleigh community of Nairobi, Kenya, organized by the Sisters Without Borders (SWB) network. Sisters Without Borders is USIP's partner in Kenya for the Women Preventing Violent Extremism (WPVE) project. With training, resources, and other support from USIP, the network is able to foster trust in their communities and create spaces like this one, where women feel comfortable to speak candidly about their experiences and the problems they see, and discuss possible solutions. These dialogues, which are one of many types of context-specific activities pursued by the SWB network, build constructive connections in the community and also feed into policy conversations about preventing extremism at the local, national, and regional levels.

The good news is that the stunting rate among children under five dropped from 44% to 33% in the last five years – now that’s progress! The US is working with the Government of Laos to continue that progress. Last week, a Lao and US delegation, led by Vice Minister of Health H.E. Mr. Khamphone Phouthavong, visited the National Institute of Nutrition (NIN) in Vietnam ahead of the anticipated launch of a similar nutrition institute in Laos. The delegation visited more than 15 facilities to learn and observe how the institute operates. The trip was made possible with funding from USAID, and provided a useful exchange of information which will support the establishment of the new NIN in Laos. Al final del pasaje 21, sexto sector Gómez Carreño
Alcaldesa Virginia Reginato presenta en terreno el Plan de Prevención de Incendios Forestales Urbanos de Viña del Mar correspondiente a la temporada 2014-2015, cuyo objetivo principal es proteger a la población y sectores vulnerables a la ocurrencia de incendios forestales en esta época del año, áreas que según estudios municipales corresponden a 60 kilómetros cuadrados.
Este año el municipio ha destinado la cifra récord de 1.029.896.616 millones de pesos, la que será invertida en el financiamiento de labores como: limpieza de laderas, quebradas, microbasurales, sitios eriazos y áreas verdes; construcción de 89 km. lineales de cortafuegos con maquinaria pesada y despeje de accesos para permitir el acercamiento expedito de maquinaria en casos de siniestros. Para este programa la municipalidad cuenta con recursos humanos y materiales de la Dirección de Operaciones y Servicios y Dideco.
Cabe destacar que el Plan de Prevención de Incendios Forestales también tiene como objetivo promover en la comunidad acciones de autocuidado y previsión, para que los vecinos asuman la responsabilidad de colaborar en el cuidado de su entorno, para lo cual en los próximos días se iniciará un programa de capacitación en estas materias preventivas.
En el lugar de la presentación se dispondrán cuadrillas de operarios y maquinaria municipal, camiones aljibe, vehículos de emergencia y operarios; además de vehículos de CONAF y Bomberos; y se realizarán labores de desmalezado y construcción de cortafuegos.
Es importante señalar en la implementación de este Plan de Prevención se ha considerado el trabajo de la Mesa Técnica para la Prevención de Riesgos y Emergencias de Viña del Mar, constituida en mayo de este año, con el apoyo de la Unión Europea.
En esta instancia impulsada por la alcaldesa Virginia Reginato, y cuyo objetivo es la reducción de riesgos naturales y antrópicos (a causa del hombre) presentes en la comuna, trabajan coordinadamente con el municipio diversos servicios e instituciones vinculados al tema, entre ellos el Gobierno Regional, ONEMI, Bomberos, Carabineros, Gobernación Marítima y Seremías de Gobierno, por citar algunas.
Gracias a esta mesa de trabajo la municipalidad ha visto enriquecido su Plan de Prevención de Incendios Urbanos con iniciativas como:
-El levantamiento de un catastro geo-referenciado de todos los micro basurales de la comuna, la mantención de zonas boscosas y programas de retiro de residuos voluminosos por un costo superior a los 716 millones de pesos, acciones que permiten prevenir eventuales focos de incendios.
-Estudios para la instalación de nuevos grifos en sectores vulnerables.
-La próxima implementación de un Plan de Participación Ciudadana, a desarrollarse en conjunto con DIDECO y CONAF.
Junto a lo anterior, la Municipalidad de Viña del Mar se encuentra solicitando al Gobierno Regional recursos por 450 millones de pesos para la adquisición de nueva infraestructura y equipamiento que colaboren en las tareas de prevención de incendios.
