Just next to Tokyo Tower - which you can't see in this shot, but the slight orange tint on the tall house in the background is a reflection of its light. The lit up little building is a kōban (a small, neighbourhood police station, typical of Japan).
Functional is about the best way you can describe this building. No one was around at the time, and in fact you rarely see anyone around this police station - not the place to be seen perhaps. And you have to wonder what is being thrown out with the trash in that wheelie bin. But not all is prosaic. That sky is clearing and the light is breaking through. Beauty is all around if we look hard enough.

A kōban is a small policestation, a quite common feature in Japan - there are some 6000 in all of Japan. You go here to report crimes, but also ask for directions and things like that. Some of them are just an ordinary little house, or something very box-shaped - and some of them have a much more interesting design, like this one.
If you are wondering, the two boys in school-uniforms are practising drawing.

This wooden structure was a former police post from 1896. It is a one-storey chalet style built by Amsterdam’s Dienst Publieke Werken (Department of Public Works). It also served as a public toilet from 1915 to 1984.
Presently, it is a cafe/restaurant called Stadspaleis ( city palace).
