Of all the materials you can use outdoors paper lasts the least time. This one will soon be completely gone. To try to preserve paper coatings need to be applied to the exposed surfaces .

This is a shot taken just off Whyte Ave in Edmonton. The paste has since been taken down. Apparently it looked better as a plain black board.
