Of the three brake lights on this vehicle, two are mandatorily required and one is optional. Only one is working. Guess which one that is (mandatory vs optional).

So this vehicle is unroadworthy and not in a condition to be used legally on a public highway.
It is merely a matter of time until someone fails to realise that this vehicle is braking and runs into the back of it.
