The Executive Council simulation, like the preceding segments of the Capacity Development Initiative's (CDI) Intensive Policy Course, was live-streamed through the CDI's e-learning platform. Additionally, recordings of all lectures and segments have been made available online.

The Treaty lists activities the inspection team can carry out and techniques it can apply. These include: position finding, overflights, visual observation, video and still photography, multi-spectral imaging (including infrared measurements), gamma radiation monitoring, environmental sampling and analysis, passive seismological monitoring for aftershocks, resonance seismometry and active seismic surveys, magnetic and gravitational field mapping, ground penetrating radar, electrical conductivity measurements, and drilling.

Fourteen trucks were used to transport equipment and material to the exercise site.
For instance, the white piece of equipment loaded on the truck is a Geoprobe augering machine, which allows inspectors to make boreholes in order to extract samples of subsoil gases. The samples are then analysed in the base of operations for relevant radionuclides, such as xenon and argon, which might serve as indicators of a recent nuclear explosion.

Participants in the Capacity Development Initiative's (CDI) Intensive Policy Course were assigned countries at the start of the course. A special effort was made to assign participants a country different from their own, and to ensure diversity in group composition. Course participants included diplomats, academics, students, scientists and professionals in the field of disarmament, nonproliferation, and the nuclear and earth sciences.

Dr Ivan Kitov presents Atmospheric Transport Modeling (ATM) projections for a possible radionuclide release. Blue dots are radionuclide stations in the International Monitoring System (IMS). Later slides in his presentation show the projected movement of the radionuclide "cloud" and which stations are expected to measure radionuclide particles.

The simulation was the capstone experience in a week-long Intensive Policy Course on the CTBTO. Participants exhibited a thorough understanding of the treaty at the heart of the Organization, often quoting treaty text in their statements and argumentation.

Member States of the CTBTO are assigned to one of six regional groups. The text of the Comprehensive Nuclear-Test-Ban Treaty envisions the following regional groupings: Africa; Eastern Europe (EE); Latin America and the Caribbean (LAC); Middle East and South Asia (MESA); North America and Western Europe (NAWE); South East Asia, Pacific and the Far East (SEAPFE).

Throughout the proceedings Director General Persbo kept the Executive Council apprised of relevant developments. The CTBTO does not determine whether a triggering event is a nuclear or chemical explosion, or an earthquake. This decision is taken by the Executive Council after proper consideration of data presented by the Technical Secretariat.
