Ang Philippine Normal University (PNU) ay pambansang sentro para sa edukasyong pangguro alinsunod sa bisà ng Batas Republika 9647. Philippine Normal School (PNS) ang pangalan nitó nang itatag noong 1 Setyembre 1901 bilang institusyon para sa sa mga guro; naging Philippine Normal College (PNC) noong 1949 at noong 26 Disyembre 1991 ay naging Philippine Normal University alinsunod sa Batas Republika 7168. Kaagad binuksan ang paaralang tulad ng PNU noong panahon ng Amerikano dahil sa malaking pangangailangan sa mga guro. Noon pang 21 Enero 1901 ay pinagtibay ang Education Act No. 34 na nagtatayô sa Department of Public Instruction upang mangasiwa sa nais itaguyod na pambansang paaralang publiko.
Sa unang dalawang dekada, dalawang taóng pangkalahatang programang pansekundarya lámang ang itinuro sa PNU. Ngunit noong 1928, naging junior college ito na may dalawang taóng kurso para sa mga tapos ng mataas na paaralan. Noong 1949, nagkaroon ito ng apat-na-taóng kursong Bachelor of Science in Elementary Education na may espesyalisasyon sa edukasyong elementarya, home economics, at iba pa. Binuksan ang paaralang gradwado noong 1953. Noong 1972, nagkaloob na ang PNC ng doktorado sa edukasyon at sa pilosopiya. Ngayon ay may apat na kampus ang unibersidad sa Agusan del Sur, Isabela, Negros Occidental, at Quezon.
Bahagi ng programang pagpapahusay sa edukasyong pangguro ang pagiging aktibo ng unibersidad sa pagdevelop ng kurikulum, at paghahanda ng teksbuk at manwal ng guro sa elementarya at sekundarya sa buong bansa. (AEB) (ed VSA)
