Kathleen and Steve thinks this is the fall or winter of 1959-60. Background definitely indicates Windsor Locks. Steve says: "The attached was found in a pile of pictures from 1979. As usual, I have no recollection of how this pic came to be in that pile. It could almost be a Christmas card picture."
